Ability to delete environments

Releases implicitly create environments if they don't already exist, and there's no counterpart to this process for ephemeral deployments to destroy them, which results in an ever-growing list.

Hi, I'd like to second this, and ask for the ability to archive linked releases as well.

For development environments (which are short-lived for the duration of each PR), we'd like to archive any release that was created during the life of that given PR. Archiving the last deployed release (which is the last commit to date) isn't enough since many other releases could have been created for this environment, as new/amended commits can be pushed often to the PR's branch.

We'll implement this with the CLI in a custom action, but it would be great to be able to do so easily in this official action with just a "clean" flag.
