fix(dashboard): Center the jump to latest pill above the composer - #2612

On desktop the jump to latest control was

It is centered on the conversation, 16px above the composer on desktop and 12px on mobile. It is a labeled pill ("↓ Jump to latest") built on the shared
Button, so the tooltip and the green dot are gone. The accessible name still says "Jump to latest update" when new activity arrived.When the control shows and how it scrolls do not change.
