Missing health stats serialized as null and per-project newGroups could serialize as null when the database value was null. Return an empty stats object and a zero count so API clients always get the documented shape. The stats mapping is rebuilt with str keys so the response no longer aliases the release-health input mapping.

healthData.statsreturnednullwhen the release-health payload omitted stats, and a project entry could returnnewGroups: nullwhenReleaseProject.new_groupswas null. Return{}and0so the response always matches the documented shape. The stats mapping is rebuilt with
strkeys instead of embedding the input mapping, so the response no longer aliases release-health data.
