Add organization-scoped endpoints for inbox items, unread counts, and item events. Require a user and org:read access, and gate reads behind the inbox UI feature. Support reusable subject, event, read-state, and item-ID filters. Paginate by timestamp and ID so equal timestamps work in either direction.
