Stacked on #129614 (strict mypy, types only). This is #129429 rebased onto it so the fix lands after the typing PR.
healthData.statsreturnednullwhen the release-health payload had no stats, and a project entry could returnnewGroups: nullwhenReleaseProject.new_groupswas null. Return{}and0so the response always matches the documented shape. The stats mapping is rebuilt withstrkeys instead of reusing the input mapping, so the response no longer aliases release-health data.This replaces the two casts #129614 used to keep master's behavior.
