Stacked on #129614 (strict mypy, types only). This is #129435 rebased onto it so the fix lands after the typing PR.
ArtifactBundleArchive.normalize_debug_idreads thedebug-idheader from an uploaded manifest. Treat any non-string value as absent before it reaches symbolic, and drop the cast #129614 used.Test:
test_normalize_debug_id_rejects_non_strings.via @joshuarli.
