This updates our fork of `reqwest` to a version based on 0.13.5. Since last time this update caused some problems with the GCS shared cache, we also introduce a `enable_http2` option (defaults to `false`) that controls whether internal `reqwest` clients use HTTP2. This will help us determine whether HTTP2 was the problem last time.
