Port of getsentry/snuba#8522 / getsentry/k8s-operator#9.

Dependabot's uv PRs (e.g. #824) rewrite every uv.lock source from pypi.devinfra.sentry.io to sfw.security.sentry.io, which a local uv lock then flips back. An org-level Dependabot private registry for Socket Firewall gets passed to uv lock as --default-index, overriding our default = true index. dependabot-core skips any registry whose URL matches a named [[tool.uv.index]], so this names our index and declares sfw as explicit = true in the root and both workspace members' pyproject.toml. uv only uses an explicit index for packages pinned to it via [tool.uv.sources], and nothing is pinned to it.

#824 already merged with the rewritten lockfile, so this also restores uv.lock to the pre-#824 devinfra lockfile while keeping its only real change: certifi 2025.7.14 → 2026.10.19, using the internal PyPI wheel (hash matches upstream).

Name the internal index and declare the org-level Socket Firewall registry
as an explicit index so Dependabot stops passing it as --default-index.
Also restore uv.lock sources to pypi.devinfra.sentry.io, keeping the
certifi 2026.10.19 bump from #824.
