Moves uv from 0.13.4 to 0.13.5 for VULN-3216 (eMudhra CA compromise). Follow-up to #823, which went to 0.13.4.
0.13.4 removed the eMudhra root from uv's bundled store. 0.13.5 also rejects certificate chains that contain the compromised eMudhra intermediate keys (
rustls-webpki0.103.16), and its managed CPython builds ship pip with certifi 2026.10.19.Changed: the same uv pins #823 touched: setup-uv
versionin.github/workflows/ci.ymlandrelease-client.yml, anddevenv/config.ini[uv](URLs, four sha256s,version). The sha256s are the official.sha256files on the 0.13.5 release, and they match the tarballs I downloaded. Runner pins are untouched.Verified locally:
uv lock --checkpasses with 0.13.5 (uv.lockunchanged); the changed files parse.Not verified: CI, and
