The GitHub Actions filestore ignores the exit status of
upload.js, so failed artifact uploads go unreported. That status is also wrong today. Since #13086 the v2 client returns{id, size, digest}, so the leftoverfailedItemscheck throws and the script exits 1 even on success.This drops the v1 check and option from
upload.jsand raises on a non-zero exit, as the git and gsutil filestores already do.
