Gate the online application path for the birth, death and marriage
certificate services behind research access so the public sees only the
offline (Registration Department) method until the online forms are ready.
- Mark each service's `start` and `form` subpages as protected, so
/family-birth-relationships/get-*-certificate/{start,form} return 404
for the public while research-access users can still reach them.
- On the service overview, pass the real research-access value when a
page has gated subpages so rehypeHideStartLinks strips the online
"start" link and renumbers the "ways to apply" copy for the public.
- Nest the marriage online method under its list item and neutralise the
marriage/death "Complete the form online" headings so the overview
reads cleanly once the online method is removed. Birth was already
structured correctly and is unchanged.
- Add an e2e spec verifying the public 404s and hidden start-link, and
that research-access users retain the online form. It skips when the
research-access gate is inactive (RESEARCH_ACCESS_TOKEN unset).
