fix(cli): RetriableError resource_exhausted skips ACP retry and Blocked stamp #231

Problem

Cursor ACP can end a turn with Error: RetriableError: [resource_exhausted] Error (capacity / high load). Observed on Korean App Builder (e2c516e8):

• Hub backstop correctly set lastModelError.kind=quota_exhausted (amber banner)
• ACP retry allow-list did not include resource_exhausted, so no auto-retry
• surfacePromptFailure / #211 Blocked footer never ran → last_notify stayed null → session did not appear in Blocked filter
• Turn emitted ready and looked idle/dead

Fix

• Retry Error: RetriableError: [resource_exhausted] (capacity) like canceled/unavailable
• Keep Error: T: [resource_exhausted] out of retry (hard quota); stamp Blocked via lastNotify footer
• Any other classified inline Cursor failure outside the retry allow-list also stamps Blocked after the prompt
