CI: 'Test' GitHub Actions workflow has returned zero checks since ~2026-10-08 #277
Every push to `heavygee/hapi` (any branch) stopped producing CI check-runs for the "Test"/"fixtures" workflows around 2026-10-08. Confirmed repo-wide via `gh run list --repo heavygee/hapi` — no workflow runs at all since that date, across unrelated branches/PRs, not specific to any one PR's content.
`gh api repos/heavygee/hapi/actions/permissions` reports Actions enabled, `allowed_actions: all`, so this isn't a simple repo-setting toggle. Possibly a billing/quota/runner-minutes exhaustion, or a stuck/queued-forever runner backlog.
Impact: the fork-stage cold-review gate (`hapi-pr-create`'s fork-stage check, `hapi-pr-status`) treats "zero checks" as a hard FAIL on the CI dimension for every fork PR, even when Codex bot review is genuinely clean. Discovered while babysitting #230 / tiann#2017 — had to bypass the fork-stage CI leg with `--skip-fork-stage` since there was no way to get a real green CI signal.
Worth checking: GitHub Actions usage/billing for the `heavygee` account, and whether re-running a workflow manually (`gh run rerun` / re-triggering via an empty commit) unsticks it.
