🐛 webinspector cdp works on iOS 12 again

iOS 12 Safari does not send WIRAutomationAvailabilityKey, neither in its application dictionary nor in _rpc_reportCurrentState. Both places indexed the key directly, so webinspector cdp crashed with a KeyError before serving anything. A missing key is now treated as WIRAutomationAvailabilityUnknown.

Thanks to @​LeaveMyYard for the fix (#1945), verified on an iPhone 5s running iOS 12.5.8 and still working on iOS 13.4.1, 18.7.8, 26.2.1 and 26.6.

📝 The "Failed to start service" hint no longer sends you down the wrong path

The hint printed when a developer service fails to start gave two pieces of stale advice:

• It told iOS 15 users to enable Developer Mode, which only exists since iOS 16. The threshold now says iOS 16+.
• It told iOS 17+ users to pass --rsd. By the time this message prints, the CLI has already retried over the default in-process tunnel, so that was never the fix. The hint now says the tunnel is automatic and that only Linux/Windows hosts with iOS 17.0-17.3 still need a privileged tunneld (macOS serves those devices no-root via the native tunnel). It links the tunnels guide instead of a README anchor that no longer exists.

The tunnels guide, its support table and the troubleshooting page were corrected the same way: they claimed iOS 17.0-17.3.1 needs tunneld on every platform.
