Since #330 made typecheck/vitest eligible as required checks, the sweep cannot merge this until a maintainer clicks Approve and run on those runs (or approves//lgtms after doing so).

Root cause is upstream of this PR: the author is github-actions[bot], meaning the create-github-app-token step in meeting-recordings-refresh.yml was skipped (App ID/private-key secrets not provisioned), so it fell back to GITHUB_TOKEN — exactly the case the workflow's own comment warns about. Provisioning those secrets is what stops every future daily refresh PR landing in this state. Nothing for quality to push here.
