Adds scripts/security-txt.test.mjs (picked up by the existing node --test scripts/*.test.mjs glob). It checks that security.txt parses as field lines, has one Expires, a Contact and the right Canonical, and that Expires is valid RFC 3339, at least 30 days out and at most 366 days out. Each rule has fixture self-tests. Expires is unchanged.
