Change description

Stops the nightly bulk-print sweep from notifying Send Letter for claim, defence, and CUI gen-app packs when translation, an expected follow-on gen app, or an issued-counterclaim HWF reference applies.

PR base: target HDPI-8319-gen-app-bulk-print (pcs-api#2454), not master. This branch also merges HDPI-8222 postal-defendant, to validate HDPI-7804 correspondent ACs.
