Change description

• Excluding documents linked to a counterclaim that isn't yet COUNTER_CLAIM_ISSUED from the caseworker manage document screens.
• Consolidated the caseworker events and pages into caseworker folders (no behaviour change).

Testing done

• Manual testing done
• Unit tests added for new logic
