The chief said it could not change a bot's model or effort. This PR lets it, so it can save the owner's plan on simple work.

  • change_bot takes model and effort, for the caller or, for the chief, another bot of the crew.
    • Applied through bots.setModel and bots.setEffort: the bot restarts on them once nothing is in progress.
    • The card shows model and effort before and after. default effort shows as "Recommended".
  • suggest_bot takes effort. The suggestion card lets the owner pick it next to the model.
  • crew_roster shows each bot's model and effort.
  • The chief's rules ask it to watch the cost and propose a cheaper (or stronger) model or effort, with why. Simple, repetitive work gets haiku and low.

Spec: 10, 10.2, 10.3.

Tests: bot_changes.rs (the chief lowers model and effort; a bad effort is refused), crew_chief.rs (suggested effort), tasks.rs (roster fields), botChange.test.tsx.

Manual with real Claude: ask the chief which bots could use a cheaper model, then approve its proposal.

…th the owner's OK

change_bot takes model and effort, and suggest_bot takes effort. The
roster shows each bot's model and effort, and the chief's rules ask it
to watch the cost and propose a cheaper model or effort for simple
work. The owner approves on the card, which shows them before and
after; the bot restarts on them once nothing is in progress.
Spec 10, 10.2, 10.3.
