feat(app): reorder crews by dragging or from the menu - #239

Drag a crew's name in the sidebar, or use Move up / Move down in its menu. The order is a look of this computer, kept in localStorage; the crews page follows it. Sidebar conversation lines moved to their own file.

Drag a crew's name in the conversation list to move it; a line shows where it lands, Escape cancels, and the click that ends a drag does not open the crew. Pointer events, not HTML5 drag and drop (the window's file-drop handling takes that over on Windows). The crew menu also has Move up / Move down.
The order is kept in localStorage like which crews are folded; new crews go last. The crews page follows it.
Sidebar.tsxwas split to stay under 300 lines.Tests:
