feat(crews): automatic mode as a rule of the crew - #261

A switch in the new-crew form and in the crew header. On, every agent of the crew moves to auto mode and so does every agent that joins later, by any path (owner, agency, chief, approved suggestion). crews.setAutoMode and crews.create autoMode; migration 0030. Spec 7.4 and 11.2 updated.
