This change combines two things:

  • Add back support for Torch 2.10-2.12 for XPU.
  • Add support for building non-stable ABI kernels for Torch versions that are not covered. For instance, if we have Torch 2.10-2.14 support for a backend, but the backend only supports the Torch stable ABI 2.13. Then >= 2.13 will be covered by a stable ABI build and non-stable ABI builds will be added for 2.10-2.12.
