When DEBUG=False, api-engine starts uWSGI with server.ini. Its port 8080 currently speaks the uwsgi protocol, but the dashboard proxy and copilot REST client send HTTP requests to that port.

Change socket to http-socket so the production listener accepts those requests. This follows the fix requested in #837.

Validation: parsed the INI and checked the listener setting, confirmed the dashboard uses proxy_pass http://cello-api-engine:8080, and ran git diff --check. A production runtime test was not run; uWSGI is not installed locally.
