feat(governance): run the fleet report-backs on every PR and feed them to the grid - #296
The Hypatia verdict grid on every PR here lists seven enrolled gitbot-fleet members, all 🟠 "enrolled, but no report-back was received" (see the comment on #295). Nothing in the estate produced the envelopes the grid reads. The producer now exists in hyperpolymath/gitbot-fleet#626; this PR wires it into the fork's governance lane.
hypatia-scan.yml: a fleet job calling gitbot-fleet's fleet-report-back-reusable.yml at an immutable commit (same owner, so this repository's Actions policy allows it). hypatia now needs both the contract and the fleet job, runs under always() so a dead fleet job renders as orange rows rather than a missing lane, and still never runs after a failed contract.
hypatia-scan-reusable.yml (fork-local): fork delta 4, the report-backs-artifact input and a tolerant download step that places the envelopes in .gitbot-fleet/report-backs/ before "Render the verdict grid". Upstream standards carries the same change after this copy's source pin (01c9b0c9); the header records this.
scripts/check-governance-contract.sh guards the wiring: producer pinned to a 40-hex gitbot-fleet commit, hypatia needs [workflow-contract, fleet], download step present, continue-on-error, and ordered before the render step.
.gitbot-fleet/report-backs/README.md explains how the files arrive and that none is ever committed.

No change to upstream code or CI; fork-only files.
Depends on gitbot-fleet#626 for the pinned commit to exist on a branch; bump the pin to the merge commit once it lands (the contract check only requires an immutable 40-hex SHA).
No lockfile in this repository.
Left out: the deed already declares (fleet :enrolment … :report-backs …); the enrolment manifest is unchanged.
…m to the grid
The Hypatia verdict grid on every PR here listed seven enrolled gitbot-fleet
members, all orange: "enrolled, but no report-back was received". Nothing
produced the envelopes. The producer now exists
(hyperpolymath/gitbot-fleet#626); this wires it in.
* hypatia-scan.yml: a `fleet` job calling gitbot-fleet's
fleet-report-back-reusable.yml at an immutable commit (same owner, so the
Actions policy allows it); `hypatia` now runs after it under always(),
still never after a failed contract.
* hypatia-scan-reusable.yml (fork-local): fork delta 4, the
`report-backs-artifact` input and a tolerant download step placing the
envelopes in .gitbot-fleet/report-backs/ before "Render the verdict grid".
Upstream standards carries the same change after this copy's source pin.
* scripts/check-governance-contract.sh guards the wiring (pinned producer,
ordering, tolerant download, hypatia needs both jobs); five new mutations
in scripts/tests/test-governance-contract.sh are rejected.
* .gitbot-fleet/report-backs/README.md says how the files arrive and that
none is ever committed.
Expected on the next PR grid, from a local run of the same adapters on this
tree: rhodibot, seambot, finishingbot, accessibilitybot red (advisory),
panicbot and glambot yellow, echidnabot orange with the stated reason (no
ECHIDNA engine configured). Rows are advisory; none sets the lane state.

…ed, SHA-pinned actions
The first run died at plan time with zero jobs: the reusable at 68858e09 used
tag-pinned third-party actions this repository's Actions policy refuses.
gitbot-fleet 4c9ea43d uses only GitHub-owned, SHA-pinned actions and no
caller-chosen ref.

Preserve cancellation before starting Hypatia
Because this workflow uses cancel-in-progress: true, a newer push can cancel an older run after workflow-contract succeeds but while fleet is still running. The always() condition remains true in that case, so the obsolete 45-minute Hypatia job can still be scheduled or kept alive, and its downstream always() verdict job may later overwrite the PR comment with stale results. Add a cancellation guard such as !cancelled() while continuing to accept non-success results from fleet.
The reason will be displayed to describe this comment to others. Learn more.
Agreed and fixed in 37c2d3e: the Hypatia job now runs under !cancelled() && needs.workflow-contract.result == 'success', so a run superseded by cancel-in-progress never reaches the render or the posting job, while a failed fleet job still lets the grid render (orange fleet rows, never a missing lane). The governance contract asserts the exact guard and a new mutation (fleet-ignores-cancel) rejects the always() form.
…ownload
CodeRabbit on #296: the download tolerates a missing artifact, and .gitignore
un-ignores .gitbot-fleet/**, so a committed *.json in
.gitbot-fleet/report-backs/ could reach the renderer as evidence. The lane now
deletes any *.json there before downloading; the README is not *.json and
stays. The contract checks the step and its position; one new mutation.

Delete symlinked report-back entries too
When a PR commits a *.json symlink under this directory, this command skips it because find sees the entry as a symlink rather than -type f. If the artifact download is absent or fails—which is explicitly tolerated—the pinned verdict renderer's *.json loop follows that symlink and accepts valid JSON from its target, allowing committed, fabricated evidence to replace an enrolled member's orange row. Delete every matching directory entry rather than only regular files.
The reason will be displayed to describe this comment to others. Learn more.
Agreed; this PR merged before the finding could land here, so the fix is in the follow-up hyperpolymath/metamanifold-webui#297 (4fbb567): the clear step now removes every directory entry named *.json, symlinks and directories included, and a new mutation that restores the -type f filter is rejected by the contract suite. The same change is prepared for the upstream standards reusable.
… reusable
Codex on #296: with cancel-in-progress, always() let the Hypatia job (and
the verdict job behind it) start in a run a newer push had cancelled, so a
stale grid could overwrite the newer comment. The job now runs under
!cancelled() with the contract still required; a failed fleet job still
lets it render. Contract check and mutation updated.
The fleet reusable moves to e85b71bf, which keeps the fleet checkout out of
the scanned tree (walk-based adapters were scanning the fleet's own source)
and reports rhodibot's relocated files at the path where they were found.

…fore the download
Codex on #296: the clear step used find -type f, so a committed *.json
symlink under .gitbot-fleet/report-backs/ survived it; with the artifact
download tolerated as absent, the renderer's *.json loop followed the symlink
and accepted its target as evidence for an enrolled member. Every directory
entry named *.json is now removed, whatever its type. Contract updated; new
mutation fleet-symlinked-evidence puts the -type f filter back and must be
rejected.

…act download (#297)
## Change and reason
Follow-up to
[#296](#296),
from Codex's P2 finding on it after merge. The "Clear any checked-out
fleet report-backs" step in the fork-local `hypatia-scan-reusable.yml`
used `find … -type f -delete`, which skips symlinks. A committed
`*.json` symlink under `.gitbot-fleet/report-backs/` therefore survived
the clear, and because the artifact download is tolerated as absent, the
pinned renderer's `*.json` loop would follow the symlink and accept its
target as evidence for an enrolled member.
- `hypatia-scan-reusable.yml`: every directory entry named `*.json` is
removed whatever its type (`-mindepth 1 -maxdepth 1 -name '*.json' -exec
rm -rf -- {} +`), with a comment saying why.
- `scripts/check-governance-contract.sh`: the contract asserts the new
command.
- `scripts/tests/test-governance-contract.sh`: new mutation
`fleet-symlinked-evidence` puts the `-type f` filter back and must be
rejected. The first cut of that mutation had an unescaped `*` in its sed
pattern and never mutated the fixture; the second commit fixes that, and
the suite now reports it rejected.
The same change is prepared for upstream standards'
`hypatia-scan-reusable.yml` (fork delta 4's source) and will land there
with the rest of the report-backs change.
## Validation

bash scripts/check-governance-contract.sh # governance contract: all 92 checks passed

…patia verdict grid (#1363)
## Why
Every gitbot-fleet row on every PR's Hypatia verdict grid read 🟠
*"enrolled, but no report-back was received"*, because the canon's
Hypatia lane never received the envelopes. The producer now exists in
[hyperpolymath/gitbot-fleet#626](hyperpolymath/gitbot-fleet#626).
It has run live on
[hyperpolymath/MetaManifold-WebUI#296](hyperpolymath/MetaManifold-WebUI#296)
through a fork-local copy of this lane, which is now merged there, and
the grid shows real rows. This PR puts the consumer side in the canon,
so every repository on a standards pin gets it.
## What
- **`hypatia-scan-reusable.yml`**
- A new `report-backs-artifact` input, defaulting to
`fleet-report-backs`; `""` opts out.
- A step that clears every `*.json` entry, symlinks and directories
included, from `.gitbot-fleet/report-backs/`, so committed files can
never pose as evidence.
- A tolerant download of the artifact into that directory, before
"Render the verdict grid". A missing artifact leaves the enrolled rows
orange, as before.
- **`fork-governance.yml`** (the canon's own caller)
- An inline `fleet` job, used because a cross-owner reusable plans zero
jobs. It is pinned to a gitbot-fleet commit and uses only GitHub-owned
SHA-pinned actions.
- The fleet checkout is moved out of the scanned tree before any adapter
runs.
- The job limit is 85 minutes, the worst case of the build budget plus
seven adapter scans.
- `hypatia` runs after the fleet job under `!cancelled()`, so a dead
fleet job renders orange rows and a superseded run never posts a stale
grid.
- **`.gitbot-fleet/enrolment.json`** (I-JSON/JCS) and
`.gitbot-fleet/report-backs/README.md` for this repository.
- **Docs**
- `3-practice/fork-governance/ADOPTION.adoc` gains §8 on the
report-backs and §8.2a on the rollout fixer.
- `LANES.adoc`, `SPEC.adoc` §6, the fork-governance `README.adoc`,
`docs/VERDICT-GRID-SPEC.adoc` and `.claude/CLAUDE.md` are updated.
- **`actions.lock`** gains entries for `actions/cache`,
`actions/checkout`, `actions/upload-artifact` and
`actions/download-artifact`.
## Evidence
- `scripts/check-lock-sync.sh` is clean, both workflows parse, and the
manifest is JCS.
- `scripts/tests/verdict-grid-test.sh` passes 46/46,
`scripts/tests/fork-governance-render-test.sh` 28/28 and
`scripts/check-a2ml-archived.sh` OK.
- The same lane change, as metamanifold-webui's fork delta 4, rendered
every enrolled fleet row on its merged head. accessibilitybot,
finishingbot, rhodibot and seambot read red with counts; glambot and
panicbot yellow; echidnabot orange with its stated reason.
## Follow-ups (not in this PR)
- After hyperpolymath/gitbot-fleet#626 merges, bump `FLEET_REF` here,
the inline job in rsr-template-repo and metamanifold-webui's reusable
pin from `e85b71bf` to the merge commit.
- Once this merges, consumers bump their standards pin and run
gitbot-fleet's `scripts/fix-fleet-enrolment.sh` in the same branch.
Until then the fixer deliberately exits 3, because no pinned lane reads
the artifact.
## Note on the commits
The commits are unsigned. This environment's signing shim is inactive,
as `.claude/CLAUDE.md` describes. A GitHub-UI squash merge produces a
verified commit on `main`.
