What was failing

Rust CI has been red on every run since 2026-10-16 (run 38846539059 and each one after it), dying in rust-ci / Detect Cargo.toml at Set up job:

Unable to resolve action `actions/checkout@3d3c42e5aac5ba805825da76410c181273ba90b1`: invalid lockfile pin. Run `gh actions-lock` to update the lockfile

Nothing in this repository changed between the last green run (60e8f7a, 2026-10-15) and the first red one: the lock and the workflows are byte-identical across the flip. GitHub began validating a called reusable workflow against the callee repository's actions.lock at the called SHA, and rejects a dependency record whose ref: is the bare commit SHA instead of the tag it was resolved from. standards' lock at 8f2ee50 and da2c748 records actions/checkout@3d3c42e5… with ref: '3d3c42e5…'; at 75bd599 (standards main, 2026-10-19) the same record reads ref: 'v7.0.1', and callers pinned there create jobs again (hyperpolymath/hypatia#929 witnessed it first). A walk of standards' first-parent history shows 454 main commits from 2026-08-19 to 2026-10-19 carry such a record; 75bd599 is the first that does not. Governance, Mirror, Secret Scanner, Hypatia Scan, Scorecard and the standards pipeline were dying the same way, so all seven callers move together.

What this PR does

  • Re-pins the seven standards callers to 75bd5994470661a099df562d6d5ad2fe744dbd66. The pipeline caller passes no inputs, so the inputs ci-pipeline.yml dropped since ed5e3f6 do not affect it.
  • Rebuilds actions.lock instead of patching it: one hyperpolymath/standards@75bd599 record whose uses: is the union of what the seven called reusables use at that commit, and every third-party record copied verbatim from standards' own lock at 75bd599, which GitHub accepts. The two actions this repository pins directly by SHA (actions/attest-build-provenance, softprops/action-gh-release) now carry the tag that resolves to their commit (v4.2.2, v3.0.3). Records nothing references are pruned. scripts/check-lock-sync.sh: in sync and transitively closed.
  • Resyncs two Dependabot bumps the lock had been missing since fix(shell): use [[ ]] conditionals in check-lock-sync.sh (SonarCloud bracket rule) #133 (smtp-notify-action v0.5.0; upload-artifact v7.0.2 / download-artifact v8.0.2), which were startup-failing push-email-notify.yml and static-analysis-gate.yml.
  • Two rustdoc fixes in squabble-core for the strict warnings-denied doc build of cicd-suite's Rust gate (feat(gates): strict Rust CI, Creusot, SPARK and miniKanren reusable gates cicd-suite#54): public docs linked the private items step_concluded and propose_for.

Verified locally

cargo fmt --check, cargo clippy --all-targets --locked -D warnings, doctests, cargo +1.85 check --workspace --locked (the declared MSRV) and cargo doc --document-private-items with RUSTDOCFLAGS=-D warnings all pass. scripts/check-lock-sync.sh exits 0.

Not in this PR

Calling cicd-suite's strict Rust gate and the SPARK gate (for spark/squabble_gate.gpr) from here. This repository's lock-sync gate requires every called reusable's transitive closure in actions.lock, and that closure needs records for EmbarkStudios/cargo-deny-action and alire-project/setup-alire whose numeric repository ids this session cannot obtain (the GitHub API is scoped to the estate's own repositories). hyperpolymath/plasma-parser-writer#108 is the first live caller of the cicd-suite gate under the new callee-lock validation; what it shows decides whether cicd-suite must key its gate workflows in its own lock first. Either way the adoption here is a follow-up, with those two ids or with gh actions-lock run by someone who can.

Commits on this branch are unsigned: no signing key is available in this session (the configured key file is empty). GitHub signs the squash merge.

…sure

Rust CI has been red on every run since 2026-10-16 (run 38846539059 and
each one after it), dying in `rust-ci / Detect Cargo.toml` at Set up job:

Unable to resolve action `actions/checkout@3d3c42e5…`: invalid
lockfile pin. Run `gh actions-lock` to update the lockfile

Nothing in this repository changed between the last green run (60e8f7a,
2026-10-15) and the first red one. GitHub began validating a called
reusable workflow against the CALLEE repository's actions.lock at the
called SHA, and rejects a dependency record whose `ref:` is the bare
commit SHA rather than the tag it was resolved from. The standards lock
at 8f2ee50 and da2c748 records `actions/checkout@3d3c42e5…` with
`ref: '3d3c42e5…'`; at 75bd599 (standards main, 2026-10-19) the same
record reads `ref: 'v7.0.1'`, and callers pinned there create jobs
again (hyperpolymath/hypatia#929 witnessed it first). Governance,
Mirror, Secret Scanner, Hypatia Scan, Scorecard and the standards
pipeline were dying the same way for the same reason, so all seven
callers move to 75bd599 together. The pipeline caller passes no inputs,
so the inputs ci-pipeline.yml dropped since ed5e3f6 do not affect it.

The lockfile is rebuilt rather than patched: one `hyperpolymath/standards
75bd599` record whose `uses:` is the union of what the seven called
reusables use at that commit, and every third-party record copied
verbatim from standards' own lock at 75bd599, which GitHub accepts. The
two records this repository pins directly by SHA
(actions/attest-build-provenance, softprops/action-gh-release) now carry
the tag that resolves to their commit (v4.2.2, v3.0.3) instead of the
SHA repeated as the ref. Records nothing references any more are
pruned. scripts/check-lock-sync.sh: in sync, transitively closed.

Also resynced two Dependabot bumps that had left the lock behind
(push-email-notify.yml → smtp-notify-action v0.5.0; static-analysis-
gate.yml → upload-artifact v7.0.2, download-artifact v8.0.2), which
scripts/check-lock-sync.sh had been reporting on main since #133.

Two rustdoc fixes in squabble-core for the strict Rust gate's
warnings-denied doc build (cicd-suite#54): public docs linked the
private items `step_concluded` and `propose_for`; they are code spans
now. Verified locally: fmt, clippy -D warnings, doctests, `cargo +1.85
check --locked` (the declared MSRV) and `cargo doc` with
RUSTDOCFLAGS=-D warnings all pass.

Not in this commit: calling cicd-suite's Rust and SPARK gates from here.
This repository's lock-sync gate requires every called reusable's
transitive closure in actions.lock, and that closure needs lockfile
records for EmbarkStudios/cargo-deny-action and alire-project/setup-alire,
whose numeric repository ids are not obtainable from this session. The
adoption follows once cicd-suite's gates are keyed in cicd-suite's own
lock (or those ids are supplied).

📝 Summary

Summary by CodeRabbit

  • Chores
    • Updated the versions used by the project’s governance, security scanning, standards, mirroring and CI workflows.
    • Adjusted workspace configuration to support builds alongside an independently checked-out package.
  • Documentation
    • Clarified how hinted diagnostics handle required contexts and how signature sets relate to concluded steps.
  • CI
    • Expanded workflow checks to accept external actions pinned by commit or recorded in the actions lockfile.

The changes update reusable workflow references and secret forwarding, revise action pin validation, exclude .standards-js from the Cargo workspace, update the repository identity UUID, and clarify Rust API documentation. Rust runtime behaviour is unchanged.

Changes: Workflow automation

Layer / File(s) Summary
Update workflow calls and workspace configuration
.github/workflows/governance.yml, .github/workflows/hypatia-scan.yml, .github/workflows/mirror.yml, .github/workflows/rust-ci.yml, .github/workflows/scorecard.yml, .github/workflows/secret-scanner.yml, .github/workflows/standards-pipeline.yml, Cargo.toml
Seven jobs now use reusable workflows at revision 75bd5994470661a099df562d6d5ad2fe744dbd66. The mirror job forwards seven named forge secrets. The secret scanner no longer inherits repository secrets. The Cargo workspace excludes .standards-js.

Change: Bug fix

Suggested reviewers: claude

Merge Risk: 🔵 Low · up to 9f1ae

This is a documentation-accuracy issue only: the identity block's sync date is stale after the UUID change. It is safe to merge, and the date can be updated or removed in a quick follow-up.

Security architecture risk: 🔵 Low · up to 9f1ae

Secret access is narrowed, and reusable workflows remain pinned to immutable revisions. No introduced security defect was established, but the updated external workflows’ credential contracts and failure-recovery behavior could not be independently verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The visible security-sensitive scope is repository CI execution and the external forge authority represented by seven forwarded mirror credentials. Their actual destination repositories and privilege limits are not established by the caller, so exposure cannot be bounded to seven repositories or quantified from the secret names.

Trust Boundaries and Controls

  • observed — The caller-to-standards secret boundary is narrower than at the PR base: mirror receives only explicitly mapped forge keys, and scanner receives no caller-forwarded secrets. This does not remove their separately granted GitHub token authority, including security-events:write.
  • observed — The linter checks for a syntactically commit-bearing lock record; the synchronization checker verifies mappings and recorded closure. Neither inspected implementation establishes the contents or safety of the external action code. The lockfile records therefore remain trusted supply-chain inputs.

Resilience and Maintainability Implications

  • observed — The synchronization workflow uses pull_request rather than pull_request_target, grants contents:read, and fetches the selected PR head or pushed revision before running the repository checker. The inspected gate does not grant write authority or forward repository secrets to that checker.

…ck-aware

* mirror.yml names the seven forge keys mirror-reusable declares, and
secret-scanner.yml passes none (it declares none); `secrets: inherit`
handed every repository secret to both (WH008, CodeRabbit).
* workflow-linter's "Check SHA-Pinned Actions" step accepted only a 40-hex
SHA in the workflow text, so every tag-pinned action that is pinned by a
commit-bearing actions.lock record failed it — red on main since the lock
landed. It now accepts a `uses:` whose `owner/repo@ref` has a lock record
with a `commit:` line; an unlocked tag still fails (planted control
  verified locally).
* Cargo.toml: keep standards' staged js-runtimes checkout out of the
workspace (merged with the autofix's narrower exclude; the parent
  directory covers the sub-path).

Owner Author

Status after 9f1aef0

  • Workflow Security Linter / lint-workflows was red on main before this PR: its "Check SHA-Pinned Actions" step accepted only a 40-hex SHA in the workflow text and so rejected every tag-pinned action that the commit-bearing actions.lock already pins (actions/checkout@v7.0.1 and 36 more). 9f1aef0 makes the step lock-aware — a uses: passes if the workflow pins a full SHA or the lock holds a commit: record for its owner/repo@ref; an unlocked tag still fails (verified with a planted actions/setup-node@v4). That is a fix at the source of the failure, not a bypass of it.
  • mirror.yml now passes the seven forge keys mirror-reusable declares and secret-scanner.yml passes none; both review threads are resolved.
  • One thing to flag for the owner: the autofix commit 27da5aa replaced the provisional v4 CLADE uuid with the ADR-008 profile C id for gv-clade-index:github.com/hyperpolymath/cicd-squabbler (CLADE.a2ml, STATE.a2ml, CLAUDE.md). I recomputed it from the SHA-256 preimage and it matches (02d29e41-94bc-80c5-b741-09a9d39b858c), and the UUID v7/v8 conformance jobs needed it. CLADE.a2ml still marks the identity PROVISIONAL and registering it in gv-clade-index stays an owner action — raising it because a repository identity changed under a bot commit.

hyperpolymath added a commit to hyperpolymath/cicd-suite that referenced this pull request Oct 19, 2026
…; pin Alire by hash; re-pin the theatre gate (#57)

## What the first live caller showed

The first cross-repository call of `rust-ci.yml`
(hyperpolymath/plasma-parser-writer#108, [run
39251770946](https://github.com/hyperpolymath/plasma-parser-writer/actions/runs/39251770946))
died at startup:

> The action
EmbarkStudios/cargo-deny-action@3c63498
is not allowed in hyperpolymath/plasma-parser-writer because all actions
must be from a repository owned by hyperpolymath, created by GitHub,
verified in the GitHub Marketplace, or match one of the patterns: …

`creusot-gate.yml` from the same commit resolved and ran on that PR
(detect, theatre gate and verdict all green), which also answers the
callee-lock question #54 left open: a gate workflow that is deliberately
not keyed in this repository's lock resolves fine. The Actions policy is
evaluated in the **caller's** repository, so a reusable may only use
what every caller is allowed, and nothing in this repository's own CI
could ever see the refusal.

## What this PR does

* **`rust-ci.yml`** — cargo-deny is installed through
`taiki-e/install-action` (the installer the coverage job and hypatia's
green workflows already use) at the version cargo-deny-action shipped
(`0.20.2`, new input `cargo_deny_version`), and run as plain `cargo
deny` steps with the argument shape the action used (global args,
`--manifest-path`, command).
* **`spark-gate.yml`** — Alire is a sha256-pinned release binary (alr
`2.1.1` x86_64 Linux, the version `setup-alire` v6.0.0 defaults to; new
inputs `alr_version` / `alr_sha256`, hash recorded from the downloaded
asset) followed by `alr -n toolchain --select gnat_native=<v> gprbuild`,
which is what `alire-project/setup-alire` does on Linux. That action is
also outside the allowed owners, and it nests `actions/cache/restore@v4`
and `actions/setup-node@v4`, floating tags no caller under
`sha_pinning_required` may carry. The nested standards theatre gate
moves from `95de3df` to `75bd599`: since about 2026-10-15 GitHub
validates a called reusable against the callee's `actions.lock` and
rejects records whose `ref:` is their own SHA; `95de3df`'s lock has them
(hypatia PIN-003, hyperpolymath/hypatia#931, lists the 545 such
standards commits), `75bd599` is the first that does not. The theatre
gate's content is identical at both commits.
* **`tests/gate-action-owners.sh`**, run by
`language-gates-self-test.yml` — every `uses:` in the four gates names
an owner in {actions, github, hyperpolymath, dtolnay, swatinem,
goto-bus-stop, taiki-e} at a full SHA; a planted disallowed owner and a
planted tag pin must both be refused or the guard reports NO CHECK (exit
2).
* **README** — what a gate may use, what the callee lock must look like,
and how a consumer with a lock-sync gate onboards a caller
(hyperpolymath/cicd-squabbler#135 is the worked example for its
standards callers).

## Evidence

actionlint clean on the three workflows; shellcheck clean on the guard;
the four gate test suites (31/27/19/19) and the composite shell contract
(28) still pass; the owners guard passes with its planted control
tripping. `tests/lock-transitive-closure.sh` fails 6 checks on this
branch **and on main alike** (`manifest-check` pinned at `1aa6bfb` in
`main-estate-audit.yml`, the subject of #56);
nothing here touches it.

## Not yet witnessed live

The pinned-alr path and `cargo deny` through install-action run for the
first time on the first consumer that pins this commit; the planted
controls still make a broken install report void, never green. After
this merges, plasma-parser-writer#108's pin moves to the merged SHA and
`Rust CI` runs there for the first time; cicd-squabbler can then onboard
the Rust and SPARK gates with a closure that no longer needs ids this
session could not obtain.

Commits on this branch are unsigned: no signing key is available in this
session (the configured key file is empty). GitHub signs the squash
merge.

…ckfile pin") (#159)

## Summary

Fixes the `invalid lockfile pin` failure that kills every
standards-reusable caller in "Set up job". It has failed on `main` since
2026-10-15/16, with no code change in this repository: commit 69de917
was green on 10-14 and red on 10-19.

### Root cause (evidence-backed)
GitHub resolves a called reusable workflow's actions against the
**callee's** `actions.lock` at the called SHA. It now rejects an action
record whose `ref:` is the record's own commit SHA.

- At standards `7d2041a`, this repository's old pin, the lock records
`actions/checkout@3d3c42e…` with `ref: '3d3c42e…'`.
- standards repaired its own lock in #1271 (2026-10-16) and #1285.
- `standards/scripts/lock-selfcheck.sh` reports **`7d2041a` POISON** (73
self-SHA refs). It reports `75bd599` and `a85aa8e` **SELF-CONSISTENT**.
- hyperpolymath/cicd-squabbler hit the identical error from 2026-10-16.
Re-pinned to `75bd599`, its callers run green.

The obvious alternative fix, a plain `gh actions-lock` v0.2.0 relock,
would not work here:
- v0.2.0 ignores job-level `uses:` of reusable workflows and reports the
`hyperpolymath/standards@…` records as "unused". Since gh-actions-lock
#159 that is an error, and a fix run prunes them. Callers without those
records fail at startup.
- cicd-squabbler's own v0.0.3 relock still failed. The schema version is
not the cause.

### What changes
- The 7 standards callers move from `7d2041a` to **`a85aa8e`**.
- The first push used `75bd599`. Every reusable job started, but
`governance / JS runtimes — environment provisions Bun first` hit a
cargo workspace clash: the standards checkout sits inside this
repository's Cargo workspace.
- standards fixed that in #1296, and `a85aa8e` is the first commit with
the fix.
- Pins and lock come from the estate generator,
`standards/scripts/propagate-workflow-pins.sh --fix`, which runs
`relock-standards-pin.sh`. The lock was not edited by hand.
- `relock-standards-pin.sh` had a case-folding bug that produced a lock
GitHub's parser rejects. I fixed it at the source in
hyperpolymath/standards#1314, and this lock was generated with the fixed
script.
- The reusables' `workflow_call` interfaces and permissions match. The
only difference is one new optional hypatia-scan output, which this
caller does not read.

### Verification
- CI on 40fc864: every check is green except Squabble (below), including
Rust CI, CodeQL, Hypatia, the secret scanner and all governance jobs.
- Locally: `github/actions-lockfile` v0.0.6 `Parse` is OK, and standards
`check-lock-sync.sh` reports the lock in sync.

### Not fixed here
`CI dependency chains` (Squabble) is still red. The lock record
`hyperpolymath/cicd-squabbler@b34cd53` has a self-SHA `ref:`, and that
commit has no release tag. The plan:
1. Merge hyperpolymath/cicd-squabbler#135, whose own lock currently
breaks its `release.yml`.
2. Cut a properly versioned cicd-squabbler release.
3. Re-pin `squabble.yml` to it.

Squabble is not a required check.
