Summary

The copied "Verify immutable action lockfile" step in workflow-linter.yml pins its own gh-actions-lock v0.1.6, which cannot read lockfile v0.0.3. Every current gh actions-lock writes v0.0.3, so the step fails the first time a current tool refreshes this repo's lock. That has already happened in proof-burrower (#111/#112 there). The step was also a second verifier with a second version pin.

Governance already verifies the lock through standards scripts/update-actions-lock.sh. This repo's governance pin (571cc734) runs it inside its workflow-lint job. That is one tested implementation, with one pin, and it accepts reusable-workflow coverage.

Owner decision 2026-10-14 (selector): drop the lock step from copied linters, and move the estate to gh-actions-lock v0.2.0 (hyperpolymath/standards#1250). Pilot repos first: proof-burrower, echidna, echidnabot.

Changes

  • .github/workflows/workflow-linter.yml: the pinned-binary lock step is replaced by a comment pointing at the governance gate. The issue-regression and allow-fail steps are unchanged.
  • No uses: changes, so actions.lock is untouched.

RSR Quality Checklist

Required

  • Tests pass: scripts/ci/test-issue-regressions.sh passes.
  • Code is formatted (n/a, YAML only).
  • Linter is clean: actionlint v1.7.7 clean; the workflow duplicate-key check is clean.
  • No banned language patterns.
  • No unsafe blocks without // SAFETY: comments (n/a).
  • No banned functions (n/a).
  • SPDX license headers present on all new/modified source files.
  • No secrets, credentials, or .env files included.

Testing

  • Standards update-actions-lock.sh --verify-local on this branch passes (exit 0) under both gh-actions-lock v0.1.6 and v0.2.0.
  • lint-workflows is green on main today. This removes the failure before it happens rather than fixing a red check.

The copied "Verify immutable action lockfile" step pinned its own
gh-actions-lock v0.1.6 binary. v0.1.6 cannot read lockfile v0.0.3, which
every current `gh actions-lock` writes, so the step failed whenever a
current tool refreshed the lock (proof-burrower#111/#112). It also kept a
second version pin that drifts from the estate's.

Governance already verifies the lock through standards
scripts/update-actions-lock.sh. That is one tested implementation, with
one pin, and it accepts reusable-workflow coverage. The step is removed
and a comment points at the gate. No `uses:` changes, so actions.lock is
untouched.

Owner decision 2026-10-14: drop the lock step from copied linters; the
estate moves to gh-actions-lock v0.2.0 in hyperpolymath/standards#1250.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Removed the workflow’s separate lockfile verification step; lockfile checks are now handled by the shared governance check.

The workflow no longer downloads, verifies or runs the pinned gh-actions-lock v0.1.6 binary. Updated comments refer to governance’s check for actions.lock and note that the removed binary could not read lockfile v0.0.3.

Changes: Workflow lock check

Remove local checker step
.github/workflows/workflow-linter.yml

Change: Bug fix

Merge Risk: 🔵 Low · up to 49718

Lockfile changes on matching non-main/master branch runs can pass without validation, while the governance checker is not pinned as the workflow comment suggests. This is a bounded CI gap; ensure those runs receive the shared check before relying on the workflow.

…tes) (#436)

## Summary

This is stack PR 4, on #435. It covers the prerequisites that let
workflows move to KYAML (YAML-POLICY §3.4) without breaking the repo's
own checks. It converts no workflow. The conversion waits on the
standards#1025 gate.

**History rebuilt, 2026-10-14 (owner decision: force-with-lease).** This
PR is now one commit on #435's rebuilt branch, with no merge commits, so
it rebase-merges cleanly. Its tree is byte-identical to the old head
(bbdd4c2) merged with `main`. On that tip, which also has #437's linter
change, the checks pass: `test-issue-regressions.sh`, the duplicate-key
check (35 files clean) and the allow-fail check (14 units).

## Changes

Three local scripts read workflows line by line. Each one was wrong on
the KYAML that `yq -o kyaml` writes:

| Script | Wrong on KYAML before | Now |
|---|---|---|
| `check-workflow-duplicate-keys.sh` | Flagged every KYAML workflow.
Sequence items are `{` lines with no `- `, so sibling steps looked like
duplicate keys. | A bare `{` opens a fresh scope. `}`/`]` lines name no
key. A quoted scalar item (`"echo: hi",`) is not a key. |
| `check-allow-fail-expiry.sh` | Counted `continue-on-error: false,` as
an allow-fail unit because of the trailing comma. Missed
`"continue-on-error":`. | Both handled. yq keeps the same-line `#
allow-fail:` mark through the conversion. |
| `test-issue-regressions.sh` | `^permissions:` cannot see a top-level
key indented inside the root `{`. | Reads top-level `permissions` with
yq. Refuses any yq but mikefarah v4, because the `yq` on PATH can be the
Python jq wrapper (D293). |

## Verification

- New KYAML fixtures in `test-issue-regressions.sh`:
  - a duplicate `with` (must fail);
- a clean multi-step file with quoted `with:` scalar items (must pass);
  - allow-fail `false,` not counted while a quoted key is counted;
  - top-level permissions accepted;
  - job-level-only permissions rejected.
- Negative controls: the suite fails with the old duplicate-key checker
and with the old allow-fail checker. It passes with the new ones.
- Each of the 35 real workflows passes both as committed and as rendered
by `yq -o kyaml`, with 35 files clean and 14 allow-fail units each time.
- The suite exits 1 when the only `yq` is the Python wrapper.

## Not here

- **The governance-reusable pin bump.** The pinned `@571cc734` still
tests `grep -q "^permissions:"`. It has to move to a standards ref that
reads workflows with yq before any workflow is converted. That bump has
to regenerate the tool-owned `actions.lock`. `gh actions-lock` writes
GitHub owner and repo ids and needs an authenticated token, which this
session doesn't have.
