Keep workflow @v handling separate from generic mutable-reference handling.

run_pattern accepts --glob !.github/workflows/** as separate rg arguments. The argument does not break rg.

Use the root workflow exclusion for the generic @v rule. A recursive exclusion would remove @v findings from nested workflow directories that scan_workflows does not process. Keep a separate all-YAML rule for @main and @master, and retain generic @v coverage outside the root workflow directory.

Review comment at @hypatia-cli-bash.sh around lines 712 - 721:
Separate the generic mutable-reference checks from workflow `@v` handling:
update the `run_pattern` rule for version-tagged `@v` references to exclude only
the root `.github/workflows/**` directory, and add a separate all-YAML
`run_pattern` rule for `@main` and `@master`. Preserve generic `@v` coverage
outside the root workflow directory and leave workflow scanning to
`scan_workflows`.

@hyperpolymath Thanks for the guidance. The fix must support KYAML quoted values and flow-style mappings.

The current rules still overlap. The generic unpinned_action rule also misses KYAML references such as uses: "actions/checkout@main" because it expects the action name immediately after whitespace.

  • Separate workflow version-tag handling from generic mutable-reference checks.
  • Support KYAML references without changing the workflow format.
  • Preserve directory, single-file, and staged-file scan coverage.

Learning: In hyperpolymath/hypatia, workflows use KYAML flow-style formatting with quoted values and braced mappings. Workflow checks in hypatia-cli-bash.sh must support this format, including references such as uses: "actions/checkoutv4". test/kyaml_workflow_test.exs documents the format and equivalent block-style behaviour.
