Problem

.github/workflows/actions.lock has no hyperpolymath/standards record. GitHub enforces the lockfile for callers of reusable workflows, so every job that calls a standards workflow (governance, hypatia-scan, mirror, scorecard, secret-scanner) dies at setup with invalid lockfile pin for actions those workflows use internally. The first one hit is actions/checkout@3d3c42e5. These failures appear on main and on every PR, including #932, which can't go green until this lands.

The five callers were also pinned to three different standards commits: 571cc734, 2479cf76 and da2c748a.

Change

  1. d3a8b98: all five callers are re-pinned to standards 333b06a0 (current main, which includes standards#1294, #1297 and #1299).
  2. 451d53e: actions.lock is regenerated with the estate repair chain: relock-sha-keys, complete-job-refs, close-lock, then prune-stale, all at standards 333b06a0. The lock was not edited by hand.
    • The chain ran in CI with a real token, because this session can't reach dtolnay/rust-toolchain or ossf/scorecard-action through the API.
    • The run closed the lock (0 dangling refs), check-lock-sync passed, and the governance gate at 333b06a0 returned 0 ("Immutable direct and transitive lockfile coverage verified").
    • The committed file was applied from the run's diff and matches its LOCK-SHA256 of 24676ce4c10c2fb16c3bff84dee256901cf7f43857fa2d2dfcaca477362c0707.

This is the same repair as hyperpolymath/proof-burrower#116, hyperpolymath/echidna#439 and hyperpolymath/echidnabot#185.

Notes

  • hypatia-scan.yml and mirror.yml already grant actions: read, which the reusables at 333b06a0 request.
  • The run came from a scratch branch, claude/new-session-th4e9w-lockregen, which is never merged and will be deleted after this PR.

The five standards callers were on three different commits (571cc734,
2479cf76, da2c748a), and actions.lock had no hyperpolymath/standards
record, so every reusable caller died at setup with 'invalid lockfile
pin'. The lock is regenerated in the next commit with the estate repair
chain, never by hand.

Generated in CI with a real token by the estate repair chain
(relock-sha-keys, complete-job-refs, close-lock, prune-stale; standards
333b06a0), never by hand: this session cannot reach dtolnay/rust-toolchain
or ossf/scorecard-action through the API. The CI run closed the lock
(0 dangling refs), check-lock-sync passed and the governance gate at
333b06a0 returned 0. Applied from the run's diff; the result matches the
run's LOCK-SHA256 24676ce4c10c2fb16c3bff84dee256901cf7f43857fa2d2dfcaca477362c0707.

The five standards callers now carry a hyperpolymath/standards record with
its 11 nested actions, so they no longer die at setup with 'invalid
lockfile pin'.

The repair works: the governance jobs now start, and run to a result instead of dying at setup with invalid lockfile pin. The checks still red on this PR were not introduced by it. It changes only the five standards pins and actions.lock.

  • Also red on main at fd7db07, the base: scan / gitleaks, Rust License & Ban Check, Rust Dependency Audit (and the Security Status rollup over them) and E2E — Elixir Scanner Pipeline.
  • Newly visible, existed before this PR. These governance jobs could not start before this repair, so their findings were never reported.
    • UUID v8 conformance and UUID v7 conformance: both run check-uuid-v8.sh --strict at 333b06a0, and both report six non-v8 placeholder UUIDs in the test fixture integration/fixtures/mock-responses/bitbucket-repo.json. The fix belongs with hypatia's UUID v8 migration under ADR-008.
    • Validate Hypatia Baseline: 40 findings already in the code but absent from .hypatia-baseline.json. Examples are hardcoded_tmp in scripts/hypatia-sitrep.sh and scripts/ramdisk-orchestrator.sh, eval_in_shell in hypatia-cli-bash.sh, and the WH008/WH013 workflow-hardening rules on estate-rescan.yml, inbox-steward-intake.yml and scorecard.yml. None are in files this PR touches.

Each of these is a separate fix-at-source job. I know of no fix PRs for them yet, so they are left out of this lock repair.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Updated the automated governance, security scanning, mirroring and scorecard checks to use newer shared workflows, with secrets passed explicitly where needed. Updated a Bitbucket repository test fixture to use new UUID values. These changes do not affect end-user functionality.

Five GitHub Actions workflows now use reusable workflows at revision 333b06a01db1874ffedb2de1bfabb195640927c7. Selected jobs now map secrets explicitly or no longer inherit them. The Bitbucket repository fixture contains updated UUID values.

Priority: ➖ Normal

Estimated code review effort: 2 (Simple) | ~10 minutes

Change: Bug fix

Merge Risk: ⚪ Minimal · up to db542

The CI jobs use the updated workflows with their declared secret inputs, and the fixture identities remain consistent. No concrete merge-blocking issue remains.

Security architecture risk: 🔵 Low · up to db542

The caller changes reduce secret exposure without expanding workflow triggers or declared token permissions. No introduced security defect was established. Some uncertainty remains because the old and new shared workflow implementations could not be compared, including their credential handling and mirror recovery behavior.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The delegated authority potentially includes the scan PAT, credentials for seven forge integrations, security-event writes and Scorecard's existing OIDC permission. Actual credential scopes, configured destinations and downstream use are not established. Explicit mappings narrow named-secret delegation but do not themselves constrain how the external implementation uses permitted credentials.

Trust Boundaries and Controls

  • observed — The caller-to-external-workflow boundary now uses explicit credential lists and an immutable reusable-workflow revision. Hypatia still declares security-events write, and Scorecard still declares id-token write; removing secret inheritance is not equivalent to removing automatic workflow-token authority.

Resilience and Maintainability Implications

  • observed — The unchanged mirror-coverage job runs after the mirror dependency regardless of its outcome and reports configured enablement. It explicitly distinguishes that reporting from remote-SHA verification. It therefore does not supply evidence of successful remote transitions, rollback or recovery.

The standards reusables at 333b06a0 tell callers not to use
secrets: inherit. hypatia-scan gets only HYPATIA_SCAN_PAT, mirror its seven
declared keys, and scorecard and secret-scanner (which declare none) get
no secrets: line. Flagged by zizmor secrets-inherit via CodeRabbit.

The governance gate at standards 333b06a0 runs check-uuid-v8.sh --strict
(ADR-008). The six literals in this unreferenced mock response were
hand-typed placeholders, not valid v4 or v7 identifiers, so they are
replaced in place with v8 placeholders (version nibble 8, RFC 9562
variant); repeated values stay equal. The strict check now passes
repo-wide.
