Summary

This is the third pilot of the estate-wide runtime-policy sweep, and the variant for repositories without governance.

This repository's .github/workflows/runtime-policy.yml failed any repository holding bun.lock, deno.lock and pnpm-lock.yaml together ("Mixed toolchains: 3 package managers"). That is exactly what js-runtimes regen writes under the 2026-10-14 ruling (standards LANGUAGE-POLICY §1.3–§1.4: Bun > Deno > pnpm > npm, one package.json).

The file is replaced with rsr-template-repo's fixed version:

  • The three regen locks count as one dependency graph.
  • package-lock.json next to them still fails.
  • A deno.json is a notice.

Governance-calling repositories delete this file instead (hyperpolymath/rsr-template-repo#244, hyperpolymath/resource-algebra#13). Governance already fails any tracked package-lock.json. This repository does not call governance-reusable.yml, so the file stays as its only such check.

Testing

  • The gate's run step, extracted and run on planted files, exits 0 on bun.lock + deno.lock + pnpm-lock.yaml. It exits 1 once package-lock.json is added.
  • Its actions.lock record (actions/checkout@v7.0.1) is unchanged.

Not in this PR: a lock that was already out of sync

check-lock-sync.sh reports the same failures on main and on this branch:

  • codeql.yml and quality.yml were bumped by Dependabot (codeql-action v4.38.2, trufflehog v3.97.9) without their lock records.
  • hypatia-scan.yml and mirror.yml refs at standards@8435558 are missing from the lock.

This is the Dependabot lock-regeneration gap, which waits on the pin-applier App. Fixing it here would widen this PR, so I left it.

…npm > npm)

This repository's runtime-policy.yml failed any repository holding
bun.lock, deno.lock and pnpm-lock.yaml together ("Mixed toolchains: 3
package managers"), which is exactly what `js-runtimes regen` writes under
the 2026-10-14 ruling (standards LANGUAGE-POLICY §1.3-§1.4). It is replaced
with rsr-template-repo's fixed version: the three regen locks count as one
dependency graph, package-lock.json next to them still fails, and a
deno.json is a notice.

The file is kept here, not deleted as in governance-calling repositories,
because this repository does not call governance-reusable and so has no
other check that fails a tracked package-lock.json.

Checked: the gate's step exits 0 on bun.lock + deno.lock + pnpm-lock.yaml
and 1 once package-lock.json is added. Its actions.lock record
(actions/checkout@v7.0.1) is unchanged.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Updated dependency checks to allow multiple JavaScript runtime lockfiles together, while still flagging when an npm lockfile is combined with any of them.
    • Deno configuration files now trigger an informational notice without being treated as lockfiles. Checks also report when no lockfile or Deno configuration is found.
    • The workflow now runs on Ubuntu 24.04.

The runtime policy workflow now permits Bun, Deno and pnpm locks together. It fails when an npm lockfile is present with any of these locks. Deno configuration triggers a notice but does not count as a lock. The workflow runner is pinned to Ubuntu 24.04.

Lockfile policy and workflow runner

Change: Bug fix

Merge Risk: 🔵 Low · up to 8d30a

The runtime policy check now allows Bun, Deno and pnpm lockfiles together and rejects an npm lockfile beside them, as intended. Two small fixes remain. The change dropped the file's SPDX license header, so add it back as the first line. The npm warning also says a standalone npm lockfile is refused when the check actually allows it. Neither issue breaks the gate's behaviour, so the PR is mergeable once these are tidied up.

Review details

Before / after behavior

  • observed — Modified behavior in .github/workflows/runtime-policy.yml: The policy comments now describe package.json as the sole manifest, the three js-runtimes locks as one graph, npm lockfile coexistence as the rejected drift, and Deno configuration as notice-only.
  • observed — Modified behavior in .github/workflows/runtime-policy.yml: The job runner changes from ubuntu-latest to ubuntu-24.04.
  • observed — Modified behavior in .github/workflows/runtime-policy.yml: The check separates deno.lock from Deno configuration and counts only Bun, Deno and pnpm locks as js-runtimes locks. It reports a Deno configuration notice independently, permits any combination of those three locks, and fails when an npm lockfile is combined with at least one of them; previously, any combination of multiple detected package managers failed. With no lock or Deno configuration, it exits successfully.

CI: the red checks are all red on main too; this PR's own gate is green

This PR changes one file, .github/workflows/runtime-policy.yml. Its check, Runtime Policy, passes.

Every failing check also fails on main at eed2f99, this PR's base:

  • Distribution Matrix (each distro job plus Matrix Summary) fails on main's scheduled run 39081712237. The causes are in the app and the images, not in workflow policy:
    • src/main.sh line 17 sources src/utils/utils/privileges.sh, a doubled utils/.
    • curl-minimal conflicts on Rocky and Alma 9.
    • Debian 11 security-archive 404s.
    • openSUSE images lack tar and find.
  • Tests (Unit Tests, Integration Tests ×5, ShellCheck, Docker Build Test) fails on main's push run 37113684334.
  • lint-workflows fails because 21 workflow files do not start with an SPDX line. The count is the same on main and on this branch. runtime-policy.yml was already one of them on main, because its first line is the gh actions-lock banner. This PR neither adds nor clears a failure there.
  • scan / gitleaks, rust-secrets, shell-secrets and hypatia stop at "Set up job" with invalid lockfile pin for actions/checkout@3d3c42e5…. The standards reusables they call are pinned at 8435558, whose lock gives checkout a self-SHA ref:, and the runner now refuses that. Standards fixed it at 75bd599 (standards#1271, standards#1285).

No fix exists for these in this repository yet. The re-pin is step 4 of standards#1285's rollout: re-pin to 75bd599 and relock with scripts/relock-standards-pin.sh, as in rsr-template-repo#243. The app and distro failures need their own fixes. Neither belongs in a runtime-policy change, so I have not folded either in. I did not re-run, because each failure happens before or apart from anything this diff touches.

test-utils.sh now sources logging.sh and every diagnostics and repairs
module in a fresh shell, started from /, with SCRIPT_DIR preset, and
fails if any module changes it. That is the bug this PR fixes, so the
fix now has a test: on main the test fails at logging.sh.

The test is the one CodeRabbit wrote for the same bug on #78 (fa99baa),
moved here, where the fix lives.

A package-lock.json on its own fell through to "One dependency graph in
use". standards#67 refuses tracked package locks outright: npm is the
last-resort runtime, permitted, and it keeps no lock. The gate now fails
on any package-lock.json, and still names the mixed-toolchain case when
the js-runtimes locks sit beside it.

This replaces d93087a's warning text, which described the gap as policy.
Checked on seven lockfile combinations: none, bun, the three js-runtimes
locks, deno.json, package-lock.json alone, and package-lock.json beside
one and all three locks. Only the last three fail.

fa99baa fixed the same bug as #79 with different variable names, so
whichever PR merged second would conflict. src/ and tests/ now match
#79 at 4270e56 exactly: NR_UTILS_DIR / NR_REPAIRS_DIR in the modules,
diagnostics that report issues without tripping errexit, the safe-mode
and colour test fixes, and the module-loading regression test that
fa99baa introduced. Once #79 merges this change is a no-op.
