Summary

Since 2026-10-15 five workflows on main (e948265) have failed at startup: Governance, Rust CI, Mirror to Git Forges, Code Quality and GitHub Pages. No workflow file changed; #11 only touched docs/EXPLAINME.adoc. GitHub's runner now rejects a lock record whose ref: is the record's own SHA ("invalid lockfile pin"; standards#1271).

This is step 4 of standards#1285's rollout (re-pin each caller and relock it). It's one of two test repos before the estate-wide "apply workflow pins" run; rsr-template-repo#243 is the other.

Changes

  • The six standards reusables move from 934b879 to 75bd599 (standards main). lock-selfcheck.sh reports 75bd599 self-consistent.
  • actions.lock is relocked by standards' relock-standards-pin.sh at 75bd599. It gave the twelve self-SHA action records the tags standards records for the same commits, after checking that commit and repository ids match. No commit value changes. Only reusable-workflow records keep a SHA ref: (two cicd-suite and standards), as in standards' own lock.
  • This reverses ci: governance pin da2c748 → 934b879; close actions.lock at the new pin #7's four SHA refs (upload-artifact, setup-deno, rust-toolchain, setup-bun).
    • tests/workflows/actions_lock_sha_refs_test.sh asserted the form the runner now refuses: it passes on main's lock and fails on this one.
    • It now requires a symbolic ref: with the SHA in the key and commit. It plants the self-SHA, upper-case and empty refs as negative controls, and keeps the mismatched-commit and missing-record controls.
    • It is not skipped or weakened: it now fails on main's lock, which the runner refuses.
  • CHANGELOG entry.

Testing

Run locally on this tree:

  • All 19 Estate Rules steps pass, including the updated actions_lock_sha_refs_test.sh (it fails on main's lock).
  • check-lock-sync.sh, both the repo's copy and standards' at 75bd599: 0 dangling edges.
  • check-uuid-v8.sh --strict from standards 75bd599: pass.
  • git ls-remote on the 15 SHA-keyed records with a tag ref:: 14 tags point at the recorded commit.
    • dtolnay/rust-toolchain's v1 has moved off e2a55d2. Standards' own lock carries the same record, and the runner does not refuse it.

Not proven by this PR:

  • Pages and Mirror run only on pushes to main, so this PR can't exercise them. I didn't dispatch them from the branch: one deploys the site and the other pushes to external forges. They are verified after merge.
  • Code Quality and Pages call no standards reusable. They use editorconfig-checker@v3.0.0 and actions/cache@v6.1.0, whose commits had self-SHA twin records. I have not confirmed that this is what stopped them, because actions/checkout's twin had the same shape and its workflows started. This PR's Code Quality run is the test.

📝 Walkthrough

Six GitHub Actions jobs now use a different pinned reusable workflow commit. The action-lock test now checks for symbolic refs on SHA-keyed records, and the changelog records related runner and ref updates.

Changes: CI workflow updates

Layer / File(s) Summary
Reusable workflow references
.github/workflows/governance.yml, .github/workflows/hypatia-scan.yml, .github/workflows/mirror.yml, .github/workflows/rust-ci.yml, .github/workflows/scorecard.yml, .github/workflows/secret-scanner.yml
Six jobs now reference reusable workflow commit 75bd5994470661a099df562d6d5ad2fe744dbd66 instead of 934b879f6068295e42dac20d80e010d555ebec82.
Action-lock ref validation
tests/workflows/actions_lock_sha_refs_test.sh, CHANGELOG.adoc
The test accepts nonempty symbolic refs for SHA-keyed records, rejects refs that match the key SHA, and retains checks for matching commits and tag records. The changelog records the associated runner and ref updates.

Change: Bug fix

Suggested reviewers: claude

Merge Risk: 🔵 Low · up to 3f435

The lock-ref test can pass with an abbreviated SHA, leaving its stated CI invariant unenforced. No runner failure is established, so merge risk is low, but tightening the test would align it with the intended contract.

Security architecture risk: 🔵 Low · up to 3f435

The changes retain explicit commit pins, repository identities, caller permissions, and restricted secret mappings. No introduced vulnerability was established. Residual uncertainty remains because the new shared workflow implementation and the runner’s interpretation of symbolic lock refs were not independently verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • observed — The new external revision receives the existing caller-side authority: Mirror explicitly maps seven cross-forge key secrets, Scorecard grants OIDC token issuance and security-event writes, and Hypatia grants security-event writes. The full comparison changes the referenced code revision, not these grants or triggers. Actual secret privileges, destination assets, OIDC relying parties, and downstream credential propagation were not established.
  • observed — The metadata update reaches beyond the six repinned callers: the shared lock also references changed SHA-keyed checkout records and an upload-artifact record used transitively by Pages. Thus the regression script’s four selected leaves are narrower than the affected lock surface.

Trust Boundaries and Controls

  • inferred — The relevant trust transition is execution of externally maintained reusable workflows and actions with caller-granted credentials. Full-SHA reusable references, retained action commits and repository IDs, explicit mirror secret selection, and caller permission maps constrain that transition. They do not establish the behavior of the newly selected external code or prove that mutable ref metadata cannot affect execution.

Resilience and Maintainability Implications

  • observed — The lock-sync gate treats missing workflow coverage and dangling dependency records as fatal rather than warning-only. This supports detection of configuration drift that could prevent security workflows from starting, but does not validate ref-to-commit resolution or guarantee recovery from an incompatible external runner change.

Hardening Proposals

  • proposed — Before wider rollout, capture runner-resolved commit evidence for the changed records and review the external reusable-workflow delta under the existing secret and OIDC grants. Retain a rollback configuration that preserves runner-compatible lock metadata rather than relying on a wholesale revert.

Ported unchanged from resource-algebra#12 (3f435aa) so this PR's workflows get

self-consistent. relock-standards-pin.sh at 75bd599 re-keyed actions.lock
and gave the twelve self-SHA action records the tags standards records
for the same commits, after checking commit and repository ids match.

main gained #12 as one squash commit (b257919), while this branch
carries its own copies of #12's two commits. A plain merge would list
the "lock records carry tag refs" CHANGELOG section twice and conflicts
in actions_lock_sha_refs_test.sh with CodeRabbit's 678141b.

This branch already holds everything main has, so the merge keeps the
branch's own tree: the CHANGELOG section appears once and the test keeps
678141b's tag-ref check and migration hook. The merge tree is identical
to 678141b's.
