fix(pins): the lock follows the pins — relock actions.lock in both pin bumpers - #1254
Conversation
…dards pins Both pin bumpers rewrite `uses: hyperpolymath/standards/...@SHA` and nothing else, so in a repo with an actions.lock they leave the lock keyed to the old standards commit: check-lock-sync.sh rejects it and GitHub refuses the run at startup. gh-actions-lock v0.1.6 cannot repair it (blind to job-level `uses:`). This is the missing step, as one fail-closed tool. It re-keys the per-workflow entries, rebuilds the standards dependency record from the actions the called reusables use AT the target, copies the records those need verbatim from standards' own lock at the target, prunes only records the old standards record alone kept alive (transitively), and keeps gh-actions-lock's C-locale record order. It works on a copy and leaves the lock untouched (exit 1) when a workflow still pins another standards commit, a reusable is absent at the target, the old record is missing, or a needed record is in neither lock. Known answers: on hyperpolymath/resource-algebra and on hyperpolymath/rsr-template-repo, re-pinned da2c748 -> ae36881, it reproduces byte for byte the locks verified by hand there (resource-algebra#6, rsr-template-repo#237); both pass check-lock-sync.sh. scripts/tests/relock-standards-pin-test.sh (offline, synthetic standards and consumer): known answer, idempotence, three refusals that leave the lock byte-identical, no-lock no-op. Six mutants of the script, each killed: no iteration, no pruning, no record copying, no stale-pin refusal, over-pruning, no sorting. …e pins apply-workflow-pins-remote.sh fetched and committed only *.yml. Measured 2026-10-14 (the ledger census of 2026-09-22): 200 of 368 governance callers carry an actions.lock, so a fix-mode run would have opened PRs that move their reusable pins while their locks stay on the old commit, stopping those workflows at startup. propagate-workflow-pins.sh had the same gap. - The applier fetches actions.lock with the workflows (GraphQL and REST paths), relocks it in the same verified commit, and reports a repo whose lock cannot follow as LOCK-REFUSED instead of landing it. In fix mode it fetches the target commit when the CI checkout lacks it. A new known-answer control fails the run if the relock is missing. - The propagator relocks each repo it rewrote before staging, reports RELOCKED / LOCK-REFUSED per repo, and exits 1 when any lock was refused. Verified: the applier's --self-test, propagate-workflow-pins-test.sh 18/18, check-lock-sync-test.sh 13/13, relock-standards-pin-test.sh, and the docstring scan (9/9 touched functions documented). …v0.0.3 At ae36881 the Actions lockfile verify job installs gh-actions-lock v0.1.6, which cannot read this lockfile: "lockfile version v0.0.3 is newer than this binary supports (v0.0.2)" (exit 2). Dependabot (#5) regenerates actions.lock as format v0.0.3. Standards main since #1249 pins v0.2.0 and keeps sha-as-ref advisory, so the pins move to 934b879 (standards main, 2026-10-14). Done with standards' propagate-workflow-pins.sh as patched in hyperpolymath/standards#1254, which now relocks actions.lock itself (RELOCKED): the six entries re-keyed, the standards record rebuilt for 934b879, and the two records its reusables newly need (denoland/setup-deno@22d081f v2.0.5, oven-sh/setup-bun@0c5077e v2.2.0) copied from standards' own lock. Both scripts/check-lock-sync.sh and standards main's copy pass. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi

## Summary [resource-algebra#6](#6) was merged at `b0e4189`, before its last two commits were pushed. Main (`768068f`) therefore still fails two governance jobs. This PR carries those two commits, rebased onto main. | Check on main | Cause | Fix | |---|---|---| | governance / Actions lockfile verify | standards `ae36881` installs `gh-actions-lock` v0.1.6, which refuses lock format v0.0.3 ("newer than this binary supports") | re-pin the six standards reusables to `934b879`, whose governance job pins v0.2.0 | | governance / UUID v7 conformance | the arrival pack printed the deed's uuid5 as a hex literal into CLAUDE.md; `check-uuid-v8.sh --strict` rejects non-v8 hex | print the deed's typed literal `#u5"github.com/hyperpolymath/resource-algebra"` instead | ## Changes - **`fix(arrival-pack)`**: `extract.sh` takes `:repo-uuid` as the typed `#u<n>"…"` literal, as the deed writes it, rather than as hex. A deed whose uuid is not a typed literal stops generation (exit 2) instead of printing an empty field. CLAUDE.md is regenerated. - **`fix(ci)`**: the six `hyperpolymath/standards` reusables are re-pinned to `934b879` (standards main). `actions.lock` is re-keyed with standards' `propagate-workflow-pins.sh`, using the relock step proposed in [hyperpolymath/standards#1254](hyperpolymath/standards#1254). The lock gains the two records the new pin reaches (`denoland/setup-deno`, `oven-sh/setup-bun`). ## RSR Quality Checklist ### Required - [x] Tests pass: `bash scripts/check-agda.sh` (unchanged by this PR) - [x] No banned language patterns - [x] No banned functions - [x] SPDX license headers present on all new/modified source files - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] Documentation updated (CLAUDE.md regenerated, not hand-edited) ## Testing On this tree: - `standards/scripts/check-uuid-v8.sh --strict .`: exit 0. On main it fails on `./CLAUDE.md`. - `scripts/check-lock-sync.sh`: exit 0, with 0 dangling edges and a lock key for every workflow. Standards main's copy also passes. - `.machine_readable/arrival-pack/verify.sh`: CLAUDE.md matches the generator. I can't run the `gh actions-lock --verify-local` half of the lockfile job locally, so CI is the evidence for it. 🤖 Generated with [Claude Code](https://claude.com/claude-code) https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi --- _Generated by [Claude Code](https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi)_

… its own record Builds on the two CodeRabbit autofix commits for the #1254 findings, closing what they left open. - propagate-workflow-pins.sh: on LOCK-REFUSED the autofix skipped staging but left the rewritten pins in the working tree, one `git add` from the state the relock exists to prevent. The propagator now keeps the originals of the files it rewrites and restores them on refusal (uncommitted edits included); index and branch stay untouched. - relock-standards-pin.sh: the autofix accepted a prefix pin but still fed every pin into the target's record, and re-keyed the short-pinned workflow's entry to the full SHA. The gates match an entry to a `uses:` by its ref as written, so that lock is rejected. Now a 7+ hex prefix of the target is current, keeps its own short-keyed record, and only full pins feed the target's record. Before writing, each workflow's standards entries must name exactly the refs it pins, or the relock is refused. Under 7 hex is refused, as the applier reads 7..40. - The refusal messages no longer use $(echo $var) (CodeFactor SC2116). - apply-workflow-pins-remote.sh: fetch_workflows keeps the measured 2026-10-02 rationale for its non-404 failure status. Tests: relock 16 checks (short pins at 7/12/39 hex with check-lock-sync, entry desync and 6-hex refusals, plus the autofix's refusals); propagate 29/29 (byte-for-byte restore added to the autofix's case 11). Mutants killed: exact-match-only, all-pins-feed-the-record, no 7-hex minimum, no consistency guard, no restore, no early return. …1255/#1256) Self Test has been red on main since #1249 added the js-runtimes jobs to governance-reusable.yml without adding their names to the frozen context list. This is the identical change carried by #1255 and #1256, ported so this PR's Self Test can go green; it no-ops once either lands. Self Test / Repo self-tests was red here, and the cause is main's, not this PR's. On both this PR's merge ref and main #1255 and #1256 both carry the same two-line fix. I've ported it unchanged in 75580f3 so this PR can go green, and it becomes a no-op once either of them lands. Locally the test fails without the port (13 passed, 1 failed) and passes with it (14 passed, 0 failed). In the same run, this PR's own suites passed: Generated by Claude Code |

…rds (#1257) Restore rewritten workflows byte for byte when relocking fails, preserving staged and unstaged edits and skipping branch changes and staging. Preserve matching abbreviated pins and their lock records, derive full-pin dependencies only from full pins, and reject mismatched workflow lock entries and invalid short refs. Expand regression coverage for restoration, abbreviated pins, and refusal cases. Clarify remote fetch failure reporting, census behavior, per-repository failure exit semantics, and local propagation staging and error behavior. Validation: Tests were not run; inspected the pinned diffs, commit history, contribution guidance, and commit-message hook. - SC2115: `rm -rf "$T/$1"` becomes `rm -rf "${T:?}/${1:?}"`, so an empty
name can never widen the removal to the whole temp tree.
- SC2324 (x2): `BAD_PREFIX+=1` / `+=0` append a hex digit to a string, which
is the intent; quoting the digit says so and silences the warning.
No behaviour change: relock-standards-pin-test.sh passes as before.

…fs through the mint (#238) ## Summary Follow-up to [#237](#237). After #237 merged, main still failed two governance jobs, the same two its child [resource-algebra#8](hyperpolymath/resource-algebra#8) fixes. Minting resource-algebra also exposed one more defect in the mint recipe. | Check / defect | Cause | Fix | |---|---|---| | governance / Actions lockfile verify | standards `ae36881` installs gh-actions-lock v0.1.6, which refuses lock format v0.0.3 | re-pin to standards `6a92510`, which installs v0.2.0; relocked | | governance / UUID v7 conformance | the strict v8 gate rejected the uuid5 hex in `CLAUDE.md` and in the deed comment, and the Julia `[extras]` registry UUIDs in `Project.toml.in` | print the deed's typed `#u5"…"` literal and drop the hex from the comment; `6a92510` includes [standards#1258](hyperpolymath/standards#1258), which scans `Project.toml.in` as `Project.toml` | | self-name pass | rewrote `rsr-template-repo#N` (the template's own issues) into `<child>#N` | keep issue references as they are, with a test | ## Changes - **`fix(repo-init)`**: the self-name pass keeps `rsr-template-repo#N`. - The rewrite program moves into `SELF_NAME_SED`. - The new `tests/workflows/self_name_pass_test.sh` runs that program, as the recipe defines it, on fixtures. Estate Rules runs the test. - **`fix(arrival-pack)`**: `extract.sh` prints `:repo-uuid` as the deed's typed literal. - A deed whose uuid isn't typed stops generation with exit 2. - CLAUDE.md is regenerated, and the deed comment no longer spells out the hex. - Per review, the literal is read at any indentation and spacing. A space inside the literal is still refused: the deed ABNF defines `%s"#u5" string`, with no space allowed between them. - **`fix(ci)`**: the six standards reusables are pinned to `6a92510`. `actions.lock` was relocked by standards' `propagate-workflow-pins.sh` ([standards#1254](hyperpolymath/standards#1254)). - **`docs(changelog)`**. ## RSR Quality Checklist ### Required - [x] Tests pass (below) - [x] No banned language patterns - [x] SPDX license headers present on all new files - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] Documentation updated (CLAUDE.md regenerated) - [x] `CHANGELOG` updated under [Unreleased] / Fixed ## Testing Run locally on this tree: - `check-uuid-v8.sh --strict .`, using standards main's scanner: exit 0. - The lock gates all pass: - `check-lock-sync.sh`, both the repo's copy and standards main's; - the governance gate's `update-actions-lock.sh --verify-local`, run with the checksum-verified gh-actions-lock v0.2.0 and mikefarah yq v4. - `self_name_pass_test.sh`: 8 of 8. With the old program, 3 of the 8 cases fail. - Also passing: - `archetype_lock_merge_test.sh` and `non_interactive_mint_test.sh`; - placeholders, root shape and the render check (160 files); - repository-map freshness and determinism; - `deed_clause_test.sh` and the arrival-pack `verify.sh`. 🤖 Generated with [Claude Code](https://claude.com/claude-code) https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi --------- Co-authored-by: Claude <noreply@anthropic.com>

Why
scripts/apply-workflow-pins-remote.sh, the scheduled pin applier, fetches and commits only*.yml. The localpropagate-workflow-pins.shhas the same gap. scripts/relock-standards-pin.sh(new) moves a consumer's lock to the target standards commit:gh-actions-lock's record order.actions.lockwith the workflows and relocks it in the same verified commit.
