Type of change

  • 🐛 Bug fix (non-breaking change that fixes an issue)
  • ✨ New feature (non-breaking change that adds functionality)
  • 💥 Breaking change (would change existing behaviour)
  • 🕳️ Soundness fix (fixes a checker/proof false-negative)
  • 📖 Documentation
  • 🧹 Refactor / tech debt (behaviour-preserving)
  • ⚡ Performance

How has this been verified?

Checklist

  • My commits are signed (git commit -S).
  • I ran the project's own checks/tests locally and they pass.
  • New files carry the correct SPDX-License-Identifier (code/config MPL-2.0,
prose CC-BY-SA-4.0); I did not relicense existing files.
  • Docs are updated, and no public claim now overstates what the code does.
  • I have not introduced a soundness hole (or I have flagged where I might have).

📝 Summary

Summary by CodeRabbit

  • Documentation
    • Repository guidance and routing information is now provided in a DEED manifest, including links to standards, protocols, architecture, project state and educational material.
    • The manifest records repository invariants, authoritative-state and licence-handling rules, a startup checklist, and maintainer and protocol details. The previous root-level A2ML manifest has been removed.
    • DEED documentation now recognises the exact filename 0-AI-MANIFEST.deed as the repository manifest.
  • Policy
    • Registered codeowner-admins may now make manual, per-file licence and SPDX corrections; bulk or automated changes remain prohibited.

The repository now uses 0-AI-MANIFEST.deed as its machine manifest. The DEED grammar and linter recognise that exact filename. Licensing policy documents assign manual remediation of existing licence declarations to registered codeowner-admins.

Changes: Manifest dispatch

Layer / File(s) Summary
Manifest content and repository routing
0-AI-MANIFEST.a2ml, 0-AI-MANIFEST.deed, .machine_readable/contractiles/must/Mustfile.a2ml, README.adoc, standards-map.toml
The A2ML manifest was deleted and the DEED manifest was added. Repository routing and the manifest requirement now point to the DEED file.
DEED filename grammar and specification
1-formats/deed/README.adoc, 1-formats/deed/spec/DEED-GRAMMAR-SPEC.adoc, 1-formats/deed/spec/abnf/deed.abnf, 1-formats/deed/tools/README.adoc
The DEED documentation and ABNF add exact 0-AI-MANIFEST.deed dispatch to repo-deed. The grammar version advances to v1.2.0; other filename rules and clause syntax remain unchanged.
Linter dispatch and validation
1-formats/deed/tools/deed_lint.js, 1-formats/deed/tools/deed_lint.test.js
The linter recognises the exact manifest filename. Tests cover accepted and rejected dispatch cases and linting the repository manifest.

Licensing rules and repository deed

Layer / File(s) Summary
Licence remediation authority
.claude/CLAUDE.md, .machine_readable/licensing-policy.toml, 3-practice/LICENCE-POLICY.adoc
Manual, per-file remediation of existing licensing declarations is restricted to registered codeowner-admins. The prohibition on automated or bulk changes remains.
Standards repository deed
standards_chora.deed
A repository deed records identity, authority, routing, status-source pointers, and licensing rules.

Priority: ⬇️ Low

Estimated code review effort: 3 (Moderate) | ~20 minutes

Change: Feature

Merge Risk: 🟡 Moderate · up to 702fc

The four licence changes have conflicting eligibility rules, and the two repository deeds can resolve to different identities and policy sets. Align both before merging to avoid inconsistent licensing decisions.

Security architecture risk: 🔵 Low · up to 702fc

Manual-only licence handling and prior owner approval for agent-generated licence-change PRs remain. Immediate exposure is therefore limited, but conflicting authorization wording and inconsistent repository identity declarations leave room for divergent policy interpretation.

Retained concerns

  • Low · security · observed: A2 now permits registered codeowner-admins to perform manual remediation, while Rule 5 still says its four licence flips are owner-only “Per A2.” The PR introduces inconsistent principal requirements for overlapping edits without identifying Rule 5 as a stricter exception. Manual-only handling and owner approval for agent-generated PRs remain, so this is authorization-policy drift rather than a demonstrated executable bypass.
  • Low · security · inferred: The new manifest declares canonical-name “github.com/hyperpolymath/standards,” while the repository deed declares “standards.” Project security guidance selects policy using the head and canonical-name together, leaving consumers without an established equivalence rule for these two identities. Both records share the same UUID and policy routing, which limits the concern; no consumer applying an incorrect policy was demonstrated.
Security review details

Security Blast Radius

  • observed — A2 describes an estate-wide remediation policy, so the changed authorization wording can be inherited beyond this repository. Local CODEOWNERS and maintainer declarations still identify hyperpolymath; they do not establish the membership or enforcement of an estate-wide registered codeowner-admin group.

Security Findings and Attack Paths

  • inferred — A consumer following the documented head-plus-canonical-name identity rule can derive different policy lookup keys from the two new repo-deeds. Their shared UUID and matching authority links constrain this possibility, but a concrete failing consumer or authorization bypass has not been established.

Trust Boundaries and Controls

  • observed — The project’s prepared, not-yet-submitted media-type registration requires processors to treat DEED content as untrusted claims, not privilege grants, and to use filenames only as dispatch hints. This is counterevidence against treating successful filename linting or a deed’s authority assertion as authorization.

Review comments at @0-AI-MANIFEST.deed:
- Line 31: Update the priority-30 licence rule in the manifest to preserve the
exception for agents creating files: allow them to add the correct SPDX header
to a new file, while retaining the owner-only restriction for existing files and
licence changes.
- Line 13: Update the AI-agent routing link in the README to point to
0-AI-MANIFEST.deed instead of the deleted 0-AI-MANIFEST.a2ml, keeping the
routing instruction directed to the manifest.
- Line 13: Update the :machine entry in the manifest to reference the available
machine entry point, 0-AI-MANIFEST.deed, instead of the absent
standards_chora.deed.

⚠️ Agent ran but produced no code changes.

The CI failures may require manual intervention.

View agent analysis
I haven't changed any files. None of the nine failures comes from a file this PR changed, and the repo-side fixes they would need are either in `.github/workflows/`, which I can't write to, or can't be diagnosed from these logs.

**What the branch actually contains.** HEAD (`590bbd9`) is a single squashed commit. Compared with `origin/main`, the only difference is that it lacks main's newer commit `ce768a6` (#1273, k9 conformance reporting). `0-AI-MANIFEST.deed` is already identical on main, and no `.ncl` file and no CI workflow file other than the two #1273 touched differs. Rebasing onto main would pick up #1273 but wouldn't touch the files behind these failures.

**Checks 1, 4–9 ("invalid lockfile pin").** GitHub's own lockfile verifier is rejecting the pins before any job starts:
- The SHAs are genuine. `git ls-remote` shows `actions/checkout@3d3c42e5…` is tag `v7.0.1` and `github/codeql-action@b96794f0…` is tag `v4.38.0`.
- `.github/workflows/actions.lock` already has entries for both, for `ci-pipeline.yml`, `codeql-reusable.yml` and `scorecard-reusable.yml`.
- The secret-scanning and Rust jobs call reusable workflows at `hyperpolymath/standards@571cc734…`. GitHub checks those against the lockfile as it was at that commit, so nothing on this branch can change them.

The error says to run `gh actions-lock` to regenerate `actions.lock`. That file is in `.github/workflows/`, and the tool needs authenticated `gh` access to GitHub, which this sandbox doesn't have. Someone with write access needs to run `gh actions-lock` on main and commit the result. If the `571cc734` lockfile is stale, the pin on the reusable workflows in `ci-pipeline.yml` also needs moving to a commit whose lockfile passes.

**Check 2 (Detect ecosystems).** The log stops while printing the script, before any error line, so I can't see why it failed. By my count of tracked files, it shouldn't hit its "nothing detected" refusal: there are 14 nested `Cargo.toml` and 24 Nickel files. I need the end of that job's log to go further.

**Check 3 (Nickel).** The excerpt doesn't say which file failed `nickel format --check` or `nickel typecheck`. This branch changes no `.ncl` file compared with main, so the failure exists on main too. I didn't run Nickel locally. Fixing it needs the file name from the full log.

Inline comments:
Review comments at @3-practice/LICENCE-POLICY.adoc:
- Line 318: Reconcile the Rule 5 authority constraint with A2: update the
four-flip restriction to allow registered codeowner-admins as A2 does, or
explicitly state that Rule 5 is an owner-only exception despite its “Per A2”
reference.

Review comments at @standards_chora.deed:
- Line 5: Update the :canonical-name value in 0-AI-MANIFEST.deed to “standards”
so both repo-deed files use the same canonical identity for their shared
:repo-uuid.

…orts (#1273)

The current K9 report posts entire logs on every run and can hide
validator failures. This change preserves subprocess exit status and
per-file evidence, then publishes one compact, updatable DEED–K9 report.

The table covers DEED syntax, the K9 contract typecheck, validator
self-tests, positive/negative controls and the live L0–L2 corpus. It
shows pass/fail/indeterminate/N/A counts, comparable-revision arrows and
expandable findings. Colours distinguish blocking failures, incomplete
evidence, advisory debt, success and explicit scope exclusions. The
badge names its syntax/L0–L2 scope; it does not certify signatures or
metadata truth.

Full JSON, tool versions and logs are written under
tests/conformance/YYYY-MM-DD/pr-N/run-ID-ATTEMPT and uploaded as a
90-day artifact. Existing report comments are updated rather than
appended. A generated lock-membership update reuses already-resolved
action pins; no dependency digest changed.

Validation:
- 10 regression tests pass with Bun 1.4.3, including empty output,
missing evidence, failed assertions, routed files, debt policy, safe
Markdown and generator idempotence.
- Local Nickel 1.18.0 run: 4 valid deeds, 1 contract typecheck, 34
self-tests, 27 controls, 12 conforming K9 files, 2 routed N/A files.
- Actions-lock coverage and offline per-workflow verification pass;
workflow YAML parses and whitespace checks pass.
- Hosted K9 workflow 39046786596 passes, including evidence collection,
artifact upload and the compact PR comment. Actions lockfile, lock sync
and lock self-check gates also pass. Authenticated remote relocking
remains unavailable locally; existing resolved digests are unchanged.

Stacked on #1272 to use its repo deed. This PR does not change normative
K9 rules or loosen branch protections. Reporting documentation and
implementation live in 1-formats/k9/tools/.
