docs(reorg): work orders for the first execution wave (2026-10-19) - #1298
Conversation
Eight work orders for a sonnet-tier executor, each with the facts measured against main at 75bd599, the files, the steps, the acceptance commands and the conditions under which the executor stops and asks: WO-1 close out #1290 with the guard's negative test; WO-2 mirror honesty (P1.5); WO-3 community-health files (P1.8); WO-4 the archive is frozen (P1.4); WO-5 delete the Python deed tools (P1.10); WO-6 .github hygiene (P1.7); WO-7 follow the manifest rename through (#1272, with the D338 question for the owner); WO-8 the handover note after #1249. Plus the session mechanics for the wave and the owner items it depends on. Refs #1234 #1290. Drop the already-satisfied negative-test step
At the stated 75bd5994 baseline, scripts/tests/lock-selfcheck-test.sh already has the requested fixture: lines 115–134 create a dependency whose ref equals $LOCKED and assert exit 1 with self-SHA ref. Following this work order would therefore add a redundant test and misstate what remains for #1290; replace this step with verification of the existing case or identify a genuinely missing case.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Verified: scripts/tests/lock-selfcheck-test.sh already carries the case "self-SHA ref in dependencies is POISON (standards#1271)". WO-1 now verifies that case and proves the guard once by disabling its block locally, instead of adding a duplicate. Commit 3c56159c, pushing now.

Remove GitLab's existing failure suppressions
Removing only the Radicle || echo does not achieve the stated no-hidden-failures goal: in the inspected .github/workflows/mirror-reusable.yml, the GitLab job has continue-on-error: true at line 80 and its push step has another at line 126. A future GitLab probe, authentication, or push failure can therefore remain non-blocking, contrary to the acceptance condition that failures never appear green; this order must explicitly remove or otherwise account for both suppressions.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Agreed. WO-2 now removes both GitLab suppressions (job-level line 80 and the push step's line 126) as well as the Radicle || echo, with grep -c continue-on-error at 0 in the acceptance block. GitLab passes on main today, so this does not redden main by itself; the existing escalation covers the case where honesty would. Commit 3c56159c.

Probe repository existence without requiring HEAD
For a newly provisioned but empty mirror repository, git ls-remote --exit-code <remote> HEAD returns 2 because there is no matching HEAD, so this instruction classifies the valid destination as missing and skips the first push indefinitely. This follows the local git ls-remote -h definition of --exit-code: “exit with exit code 2 if no matching refs are found.” Probe reachability without requiring an existing ref, while keeping transport/authentication failures red.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Agreed. The probe is now git ls-remote "$REMOTE_URL" with no ref: exit 0 (including an empty repository awaiting its first push) proceeds, a non-zero exit skips with a notice naming the forge and D261, and a reachable destination that refuses the push stays red. Commit 3c56159c.

Use canon.lock's release date in CITATION.cff
The referenced baseline's canon.lock pairs version 2.1.2 with released = "2026-09-30"; combining that version with “today” (2026-10-19) would publish internally inconsistent citation metadata and falsely date the release. Copy both the version and its release date from canon.lock, or omit release-specific fields if this is intended to describe the repository snapshot instead.
Useful? React with 👍 / 👎.

Supply a commit to the mandatory lock self-check
This mandatory pre-push invocation omits the required SHA argument. In the inspected baseline, scripts/lock-selfcheck.sh lines 48–51 print usage and exit 2 when called with no arguments, so the requirement that every listed command pass prevents every work order from reaching its first push. Pass "$(git rev-parse HEAD)" here, as the per-order acceptance blocks already do.

Not reproduced: the "Before every push" list does not call lock-selfcheck.sh. Its three mentions in the file (WO-1 and WO-2 acceptance blocks) all pass a SHA argument. No change.

Resolve the licence-header exception before WO-6
The session-wide rules at lines 32–34 say never to touch a licence header, but this step explicitly edits the licence header in CODEOWNERS. With no stated exception or escalation path, an executor cannot comply with both instructions; either authorize this exact correction as an exception or leave it for the owner.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Agreed, and the estate rule settles it: agents do not edit SPDX headers, typo or not. WO-6 now leaves CODEOWNERS line 2 alone and lists it as an owner item; the acceptance block checks that the diff touches no License-Identifier line. Commit 3c56159c.

Choose one no-answer behavior for the Copilot config
This step says deletion is the default unless the owner says the agent is in use, but the escalation at lines 317–320 says an unanswered owner question must leave the file untouched. Move estate-wide manifest requirements out of bucket A
Several entries classified here as repository-local pointers actually state estate-wide requirements: docs/wikis/users/index.adoc says every Hyperpolymath repository carries the manifest, while the component and toolchain readiness documents require it for readiness grades. Renaming those references now would decide the unresolved D338 estate contract that Bucket B explicitly reserves for the owner; move these files to Bucket B instead of editing them as self-references.

Do not re-ban deno.json after #1249
The premise here is the opposite of #1249: that change's recorded owner answer says a repository authoring in Deno (deno.json) is “Notice only,” retires the refusal ledger, and the resulting ci-pipeline.yml explicitly treats deno.json(c) as permitted tier-2 configuration. Re-scoping both Debtfile entries to count authored deno.json files would recreate debt and future breaches for behavior the cited ruling permits. Remove or redefine the obsolete probes based on an actually disallowed condition rather than treating deno.json itself as banned.
Useful? React with 👍 / 👎.

Agreed, and verified in ci-pipeline.yml lines 454 to 482: deno.json(c) is a tier-2 notice. WO-8 now retires both deno-residue and deno-artefacts with Debt-exception declarations naming #1249, with no re-scope, and leaves the check-ts-allowlist.deno.js shim to task #59. Commit 3c56159c.

Exclude the archive from the remaining repo-wide validators
Changing only ci-pipeline.yml and Hypatia does not meet this order's “Nothing scans 9-archive/” goal or the cited P1.4 plan, which calls for every remaining validator to exclude it. For example, secret-scanner-reusable.yml lines 428–429 mirrors every AsciiDoc file and lines 798–805 hard-fails on shell findings across the whole tree, while governance-reusable.yml lines 830–846 also scans the whole checkout and can fail on secret patterns; neither reads .hypatia-ignore. Enumerate and prune the archive from these other gating scans so frozen content cannot continue affecting CI.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Partly agreed. WO-4 now enumerates the eleven local gate scripts that walk the tree without an archive exclusion, runs each against main, and adds the exclusion only where one reports an archive finding, with the eleven-row table in the PR body. The secret scanners you cite are left scanning the archive on purpose: a leaked secret is a leak wherever it sits, so the order's goal now says "policy validators and language jobs", not "nothing". Commit 3c56159c.

Corrections from the Codex review of #1298, each verified against main: WO-1 drops the negative test that already exists; WO-2 also removes the two GitLab continue-on-error suppressions and probes destinations without requiring HEAD; WO-3 takes the citation version and date from canon.lock together; WO-4 no longer creates a directory entry in .hypatia-ignore (the exemption contract forbids it), keeps the archive acks, enumerates the eleven local validators and leaves the secret scanners alone; WO-5 also updates the launcher mapping specification that runs deed_lint.py; WO-6 leaves the CODEOWNERS SPDX header to the owner and makes silence on the Copilot config mean defer; WO-7 moves the estate-wide readiness and wiki references to bucket B; WO-8 retires the two Deno Debtfile probes instead of re-scoping them, and runs first so the Debtfile gate stops blocking the wave. Also corrects the link-rot baseline: the repo-wide guard reports 684 broken internal links on main (680 before #1272), not two. The earlier figure was truncated output. Keep probe authentication failures red
When a deploy key is invalid or revoked, or the SSH transport fails, git ls-remote returns nonzero just as it does for an absent repository; mapping every nonzero status to a notice and skipping the push therefore turns the exact authentication/transport failures this order promises to expose into green jobs. Fresh evidence in the revised step is that it explicitly treats every nonzero—not merely a positively identified missing destination—as skippable. The local git ls-remote -h only defines a distinct no-match status when --exit-code is used; this invocation has no mechanism to classify the failure, so only a confirmed missing repository should be skipped.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Confirmed and taken in e25ca546. The probe now captures stderr and skips the push in exactly one case: a non-zero exit whose message says the repository does not exist (not found, does not exist, could not be found, case-insensitive; the executor confirms each forge's wording from the logs read in step 1 and quotes the line in the PR body). Every other non-zero exit, a refused key, a host-key problem, a transport failure, prints the captured stderr and fails red; the default on an unrecognised message is red. --exit-code is explicitly ruled out because it fails on an empty repository awaiting its first push.

Use the scoped guard's actual link baseline
In the normal checkout named standards, running bash scripts/link-rot-guard.sh . at the stated 75bd5994 baseline reports 443 broken links because the guard prunes 9-archive/; 684 is produced only from a differently named checkout where that basename-dependent exclusion does not activate. This fresh evidence means the thresholds at lines 266 and 498 permit up to 241 new broken links, and WO-7's acceptance already passes before any of its four links are repaired. Record 443/439 for these scoped commands, or compare the changed count directly against the same checkout context.

Confirmed and taken in e25ca546. From the checkout named standards the guard reports 443 (285 under docs/, none under the archive); the prune at link-rot-guard.sh line 31 keys on that basename, and my 684 came from a differently named directory. Every count and threshold now says 443 (439 after WO-7's four), with the basename caveat spelled out in Session mechanics and in WO-8's handover correction, and the acceptance lines say to compare within one checkout, never across the two.

Authorize the archive banner as an explicit exception
Every WO-4 executor is told by the session-wide rule at lines 35–38 never to edit 9-archive/, but this step requires creating a new file inside that directory. Because the document also says to stop whenever an order cannot be followed, the executor cannot complete WO-4 without violating a higher-level guardrail; explicitly authorize this one banner addition or place the notice outside the frozen district.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Confirmed and taken in e25ca546. The never-list now reads "edit anything under 9-archive/ (one exception, granted here: WO-4 creates the new index file 9-archive/README.adoc, which describes the district and is not archived content)", and WO-4's step names it as the one permitted archive write. Keeping the banner in the district rather than outside it is deliberate: a reader browsing the archive on the forge should meet the notice there, and the map entry already carries the long form. The step also notes that the guard prunes the archive in CI, so that file's links are checked by eye.

Include the governance language-policy walker
The revised inventory still omits a non-security policy validator: .github/workflows/governance-reusable.yml lines 609–638 gathers banned-language and Makefile candidates with repo-wide git ls-files calls. Because the procedure only considers the eleven listed scripts, that workflow will continue scanning 9-archive/, contrary to this order's stated goal, and a later policy expansion can make frozen content affect the gate. This is fresh evidence beyond the earlier security-scanner examples: add the workflow's language-policy paths to the exclusion work while leaving its security steps untouched.
Useful? React with 👍 / 👎.
There was a problem hiding this comment.
Confirmed and taken in e25ca546. The language-policy job gathers banned-language candidates with repo-wide git ls-files (609 to 638) and package anti-patterns with find (662 to 665); the archive matches neither today, so the exclusion is prospective. Because the workflow is reusable, WO-4 does not write the carve-out into its body: it adds an opt-in input, policy_exclude_pathspec (string, default empty, so every other caller stays as strict as today), appends it to the git ls-files calls, and has governance.yml, which calls the reusable by local path, pass ':!9-archive/**'. The three find calls stay as they are and are recorded in the table (lockfile names only, none in the frozen archive); the hygiene walks later in the workflow are listed, not touched. The alternative arm, no change because nothing matches today, is named for the owner.

Run archive discovery with non-mutating commands
When WO-4 executes the eleven scripts as written, this is not a read-only measurement: kyaml-migrate.sh defaults to check mode off and overwrites every YAML file that yq reformats, while registry-readiness.sh uses sed -i across tracked files, rewrites LICENSE, NOTICE, and REUSE.toml, and removes manifest/licence files when PMPL references exist—which they do in this repository. That turns the archive census into a broad, unrelated licence/SPDX sweep forbidden by the session rules. Invoke KYAML with --check and replace the registry-readiness execution with a read-only path census rather than running the mutator.
Useful? React with 👍 / 👎.

Confirmed and taken in e25ca546. kyaml-migrate.sh defaults CHECK_MODE=false and writes through cat "$NEW_FILE" > "$file"; registry-readiness.sh is, by its own header, a remediation to run inside a Julia package, and its first section rewrites SPDX headers, LICENSE, NOTICE and REUSE.toml. WO-4 now lists ten scripts, not eleven: registry-readiness.sh is dropped from the census and added to the session never-list; kyaml-migrate.sh runs with --check only; fix-workflow-duplicates.sh (a generator with no dry-run flag) is read, not run; and git status --porcelain must be empty after discovery and before any edit, with that check in the acceptance block.

Set the nested manifest link two directories up
For 3-practice/ai-instruction/README.adoc, simply applying the prescribed filename rename leaves the target as ../0-AI-MANIFEST.deed, which resolves under 3-practice/ and still does not exist. This is one of the four links WO-7 promises to clear, so the work order needs to specify ../../0-AI-MANIFEST.deed for this nested file; otherwise the executor can complete the stated substitution while leaving link rot behind.

Confirmed and taken in e25ca546. Line 73 of that README is link:../0-AI-MANIFEST.a2ml[...], which from 3-practice/ai-instruction/ never resolved even before the rename. WO-7's bucket A now says the target must become ../../0-AI-MANIFEST.deed, the step says links are repaired by the relative path that resolves from each file, and the acceptance block gains link-rot-guard.sh . | grep -c '0-AI-MANIFEST' -> 0.

Include the required CFF message field
When the executor follows this field list literally, the resulting CITATION.cff omits message, which is a required key in CFF 1.2.0; the official schema guide's minimal valid example includes it among the required fields. The file can therefore fail CFF validation and the goal of publishing usable GitHub citation metadata despite containing all fields named here. Add an explicit citation message and a schema-validation command to the acceptance block.
Useful? React with 👍 / 👎.

Confirmed and taken in e25ca546. The CITATION.cff step now lists message first, with the reason (required by CFF 1.2.0; GitHub does not render "Cite this repository" for a file that fails its schema), and authors as a list with the owner as its one entry. The acceptance block gains grep -c -E '^(cff-version|message|title|authors):' CITATION.cff -> 4 and the post-merge check that the repository page shows the citation button. No cffconvert line: it is a Python tool and the estate bans Python, so GitHub's own rendering is the validator of record.

Exempt the evidence-only order from the PR requirement
When WO-1 is executed, its only tree operation deliberately restores the edited script and this step explicitly says nothing in the tree changes; the remaining work is re-measurement and an issue comment. It therefore provides no commit or diff for the mandatory “one order, one branch, one PR” workflow at lines 31–34, nor anywhere to place the required PR body and acceptance transcript, so the wave can stall on a PR that this order never creates. Explicitly mark WO-1 as issue-only with no branch/push, or require a checked-in evidence artifact.

Confirmed and taken in e25ca546. WO-1 is now marked issue-only in its goal, in the "one order, one branch, one PR" rule (as the one exception) and in the concurrency list (it holds no PR slot). The acceptance transcript is pasted verbatim into the #1290 comment, and the block gains git status --porcelain -> empty so the restored script is proven restored.

Eight corrections, each verified against the tree before it was written in: - The link-rot baseline is 443 on main from a checkout named `standards` (the guard prunes 9-archive/ only under that basename); 684 was measured from a differently named directory. Every count, threshold and the WO-8 handover correction now say so. - WO-4 discovery is non-mutating: registry-readiness.sh is a licence rewriter for other repositories and is now on the never-list; kyaml-migrate.sh runs with --check only; fix-workflow-duplicates.sh is read, not run; `git status --porcelain` must be empty before editing. - WO-4 gains the governance language-policy walker: an opt-in `policy_exclude_pathspec` input on the reusable, passed by the local caller, default a no-op for every other repository. - The archive README is granted as the one explicit exception to the never-edit-9-archive rule. - WO-2's destination probe skips only on a confirmed not-found message; every other non-zero exit (auth, transport, DNS) stays red. - WO-3's CITATION.cff lists the required `message` key and checks the four required keys. - WO-7 names the nested README's correct target, ../../0-AI-MANIFEST.deed. - WO-1 is issue-only: no branch, no PR; its transcript goes on #1290. 226-230: 🎯 Functional CorrectnessInsufficient evidence to establish a permission-error overlap.
WO-2 requires refused or revoked keys, and every other non-zero result, to fail red. The document defines the conditional substring rule but does not show that any supported forge uses those substrings for denied access. No denied-access probe output or forge contract is supplied, so the proposed failure cannot be decided.
40-42: 🗄️ Data Integrity & IntegrationThe concern is refuted.
README.adoc:878explicitly requires P1.4 to add a banner to9-archive/README.adoc. WO-4 names P1.4 as its authority and limits the exception to that index/banner file.

Keep the required repository-wide link-rot check.
Line 51 replaces the required bash scripts/link-rot-guard.sh . check with checks on touched directories. A packet can therefore proceed without the repository-wide result. Run the full check and record its known baseline, in addition to any scoped check.
The full-tree requirement is in docs/reorg/2026-10-14-tidy/README.adoc, Lines 809–844.

GitLab SSH git ls-remote private project access denied “could not be found” nonexistent project error
💡 Result:
That message does **not** prove the project is nonexistent. With a private GitLab project, “could not be found” can mean the account GitLab identifies from your SSH key lacks access—or that the path/hostname is wrong.
Try:
```sh
ssh -T git@gitlab.com
git ls-remote git@gitlab.com:GROUP/SUBGROUP/PROJECT.git
```
Use your own GitLab hostname if it’s self-managed. The SSH test confirms which GitLab account your key authenticates as; it does **not** confirm that account can access this project. GitLab documents that SSH keys identify your account and provide access to projects that account can access. ([docs.gitlab.com](https://docs.gitlab.com/user/ssh/?utm_source=openai))
If SSH authentication succeeds but `ls-remote` still fails, check that the clone URL has the exact namespace and project path, and that the authenticated account is a project member or otherwise has repository access. If you have multiple SSH keys/accounts, verify the intended key is being used; GitLab documents selecting a specific key with `IdentityFile` or `core.sshCommand`. ([docs.gitlab.com](https://docs.gitlab.com/user/ssh_advanced/?utm_source=openai))
If the error is instead `Permission denied (publickey)`, troubleshoot key setup: GitLab lists an unregistered key, wrong key, or unavailable private key among common causes. ([docs.gitlab.com](https://docs.gitlab.com/user/ssh_troubleshooting/?utm_source=openai))

site:docs.gitlab.com SSH “The project you were looking for could not be found” private project access
💡 Result:
That error usually means GitLab cannot resolve the repository path **or** the account authenticated by SSH cannot access the private project; it doesn’t by itself distinguish between the two. GitLab’s SSH key documentation says an SSH key authenticates you to projects your account can access, and its Projects API describes “not found” responses as possible when a project cannot be accessed by the requester. ([docs.gitlab.com](https://docs.gitlab.com/user/ssh/?utm_source=openai))
Check that:
- The SSH key is added to the **GitLab account you intend to use** and that SSH authentication succeeds.
- That account is a member of the project or has inherited/shared access.
- The remote URL has the correct host, namespace, and project path.
GitLab’s docs confirm private projects require specific access, but the search results don’t establish that this exact SSH error always indicates a permissions problem. ([docs.gitlab.com](https://docs.gitlab.com/security/hardening_application_recommendations/?utm_source=openai))

Do not classify GitLab access errors as missing repositories.
GitLab can return could not be found when the SSH-authenticated account cannot access a private project. The git ls-remote probe cannot distinguish that response from a missing project. WO-2 would skip the push and hide the credential failure.

Make zero-match acceptance checks exit successfully.
grep -c returns status 1 when it finds no matches. grep -v also returns status 1 when it produces no output. Define a baseline exception for root-level link checks
For WO-3, WO-5, and WO-7, touching a root-level file makes <each directory you touched> equal to ., and at this baseline bash scripts/link-rot-guard.sh . exits 1 on the 443 pre-existing findings. Unlike the Debtfile exception, the known-red paragraph never says this nonzero result may be accepted, while the PR must be marked ready only when the acceptance block is green, so these otherwise valid orders cannot satisfy the mandatory pre-push gate. Specify a before/after comparison or explicitly accept the unchanged root baseline.

Correct the plan's non-row Deno premise
At the stated baseline, docs/reorg/2026-10-14-tidy/README.adoc:69 describes the current facts as “Deno and Python banned.” This step only adds correction notes beneath affected rows, and the acceptance block searches only HANDOVER.adoc, so an executor can complete WO-8 while leaving that active plan premise contradicting #1249 and the order's goal. Omit the empty exclusion argument for existing callers
When an existing estate caller omits the new input, directly appending its quoted empty default to git ls-files does not preserve current behavior: Git 2.43 exits 128 with fatal: empty string is not a valid pathspec. The only in-tree caller is changed to pass a nonempty value, and the acceptance block merely greps the workflow text, so it never exercises the default arm that every external caller initially uses. Require conditionally omitting the argument when empty and add a default-input test before treating this as a no-op for other callers.

Make the zero-reference check emit a successful result
Once every bucket-A reference has been removed, git grep -c '0-AI-MANIFEST\.a2ml' -- "$f" prints no count at all and exits 1 for each file; the loop therefore produces no evidence of the promised zeros and finishes nonzero precisely in the desired state. Replace this with a negated quiet search or another assertion that returns success and emits a result when the match count is zero.

Invoke the fallback test through Bun's test runner
If the rewritten README omits its test command and this fallback is used, direct execution fails before any test runs: Bun reports Cannot use describe() outside of the test runner for deed_lint.test.js. The working invocation at this baseline is bun test 1-formats/deed/tools/ (or bun test 1-formats/deed/tools/deed_lint.test.js), so use that form for the fallback.

Separate post-push checks from the pre-push gate
Requiring the entire order-specific acceptance block before every push makes the first push impossible for most orders: for example, WO-2 requires a lock self-check “after push” and a mirror result after merge (lines 255–258), WO-3 requires the GitHub community profile after merge, and WO-4 through WO-6 require PR workflow results. Those states cannot exist until the branch has been pushed, so a literal executor must stop before creating the CI evidence needed to proceed; limit this gate to locally runnable checks and schedule PR/post-merge assertions separately.

Exempt the archive write from the scoped link gate
When WO-4 creates 9-archive/README.adoc, the session rule still requires bash scripts/link-rot-guard.sh 9-archive because that directory was touched. The guard prunes only when the supplied root's basename is standards, so on the reviewed tree that scoped invocation scans the archive, reports 272 existing broken links, and exits 1; checking the new links by eye does not satisfy the mandatory pre-push command. Add an explicit exception or a baseline-aware invocation for this archive-only write.

Keep the frozen topology file out of bucket A
WO-7 says to edit every bucket-A file, but AGENTS.adoc:15-17 designates TOPOLOGY.adoc as a frozen snapshot that must never be edited directly, and the plan separately schedules moving it into the archive in docs/reorg/2026-10-14-tidy/README.adoc:896. An executor therefore cannot repair its line 18 as ordered without violating the repository instruction, while leaving it untouched also prevents the promised four-link reduction; remove it from bucket A and adjust the expected count, or explicitly authorize this exception.

Resolve the open drafts before ordering their deletion
The escalation condition is already true at the reviewed baseline: all seven files under .github/ISSUES/ identify themselves as DRAFT, TODO, or IN PROGRESS (for example, 001-immediate-redundancy-elimination.md:8 and 005-acceleration-opportunities.md:8), while this order establishes that none was filed. A compliant executor must therefore stop under lines 520–521 instead of performing this git rm, so WO-6 cannot reach its acceptance block; obtain the owner's disposition as a prerequisite or enumerate which drafts are demonstrably obsolete and which must be filed.

Include the packaging-policy walker in WO-4
The ten-script inventory omits scripts/check-package-policy.sh, even though the inspected .github/workflows/governance-reusable.yml runs it as the gating package-policy job (lines 792–806). That checker searches the whole caller tree with find and does not prune 9-archive/ (check-package-policy.sh lines 102–166); the archive already contains multiple manifest.scm and Containerfile files, so frozen content can satisfy the packaging policy if the root artefact disappears. Add this checker to the census and exclude the archive before claiming that no policy validator scans it.

Update the archive file count when adding the banner
Creating this file increases the tracked 9-archive/ population from 1,136 to 1,137, but the order never updates the corresponding standards-map.toml district record, whose files = 1136 currently exactly matches git ls-tree. check-standards-map.sh does not validate per-entry file counts, so all listed acceptance checks can pass while leaving the machine-readable repository map stale; require the count update as part of this step.

Keep the protocol roadmap reference out of bucket A
ROADMAP.adoc:102-104 is describing the AI Gatekeeper Protocol and its manifest enforcement, not this repository's own machine-front-door path. Replacing that occurrence with 0-AI-MANIFEST.deed would claim the protocol has adopted the deed name while its specification, README, and examples still define .a2ml, and while this order explicitly leaves that estate-wide decision to D338. Move this occurrence to bucket B or C instead of applying the bucket-A rename.

The diff against `main` is the v1.3.0 to v1.4.3 deltas alone: one file. ## Dispositions (v1.3.0) | Finding | Where | Disposition | |---|---|---| | Pre-push gate requires post-push states (Codex P1, line 54) | Session mechanics | The gate is the locally runnable part of an acceptance block; "after push", "On the PR", "after merge" lines are recorded as they land. | | Root-level touches make the scoped guard the repo-wide run, which exits 1 at the baseline (Codex P1, line 51) | Session mechanics | Exit 1 at the 443 baseline is accepted; see v1.4.0 below for the set-based gate that replaced count equality. | | Keep the repo-wide link-rot check (CodeRabbit, line 51) | Session mechanics | Kept, with the expected result stated. | | Archive README: the scoped guard on `9-archive/` scans the archive and reports 272 (Codex P1, line 366) | WO-4 | Never run the guard on the archive alone; the repo-wide run from a checkout named `standards` is the gate, plus the new file's links by eye. 272 verified. | | Empty pathspec from the default input breaks every other caller (Codex P1, line 386) | WO-4 | Append only when non-empty (bash array), prove the default arm locally. | | `check-package-policy.sh` walks the archive; ten manifests there could satisfy the policy (Codex P2, line 337) | WO-4 | Added as the eleventh validator; `find_first` noted. Verified: ten `manifest.scm`/`guix.scm`/`Containerfile` under the archive. | | `files = 1136` goes stale (Codex P2, line 366) | WO-4 | Raise to 1137; Gate D does not count files, the map must still be true. | | Fallback test must run under `bun test` (Codex P2, line 456) | WO-5 | Done; the file imports from `bun:test`. | | All seven drafts call themselves draft/to-do/in-progress (Codex P2, line 494) | WO-6 | The owner disposes of each ("file" or "discard"); silence means they stay; new owner item. Verified status lines. | | `TOPOLOGY.adoc` is a frozen snapshot (Codex P2, line 545) | WO-7 | Moved to bucket C (archived by P2.4); count becomes 440; the one remaining manifest link is TOPOLOGY's. | | `ROADMAP.adoc` 103 describes the AI Gatekeeper Protocol (Codex P2, line 541) | WO-7 | Moved to bucket B (D338). | | Zero-reference loop exits 1 in the desired state (Codex P2, line 586; CodeRabbit, lines 252–253 and others) | Acceptance blocks | CodeRabbit's agent rewrote them in `c932c96e`; kept. | | Plan README line 69 says "Deno and Python banned" outside any row (Codex P2, line 115) | WO-8 | Rewritten in place; both prose files grepped. | | GitLab's `could not be found` is ambiguous (CodeRabbit, lines 226–230; Codex P1 earlier) | WO-2 | The probe is a diagnostic only, never a skip: a deploy key cannot tell absent from forbidden, and the `*_MIRROR_ENABLED` variable is the one legitimate skip. CodeRabbit's "forge-specific evidence" rewrite is withdrawn too: it needs a second credential per forge for a question the variable already answers. | ## Review rounds on this PR v1.4.0 (`559d3a8e`): Codex posted five findings on `7406ac7d`; all five verified and taken. | Finding | Disposition | |---|---| | Both reusables pin `hypatia-ref` to a vetted SHA; the upstream fix clears nothing by itself (P1) | The known-red paragraph now gives the two steps: hypatia#927 or #928 merges, then both `hypatia-ref` defaults advance past it (a two-line PR here, no `uses:` change). New owner item. My "resolves at HEAD" claim was wrong and is corrected on #1298 too. | | Count equality with `origin/main` blocks WO-7's intended reduction (P1) | The gate compares sets: save the guard's output before the first edit, require no new BROKEN line; repairs show as removals. A touched file may keep its old broken links (ai-instruction's README has six others). | | A bare `-o -name 9-archive` in `check-package-policy.sh` weakens every caller (P2) | One opt-in input, `policy_exclude_dir`, feeds the language block's pathspec and a `PKG_PRUNE_DIRS` hook in the script; the shared copy is unchanged by default; four default-arm runs required. | | `test ! -d .github/ISSUES` fails in the supported silence case (P2) | Out of the pre-push gate; while drafts wait, the gate is that the directory is untouched. | | WO-8's plan check cannot pass with the historical Deno rows (P2) | Only live claims are forbidden; issue-triage rows keep their titles with the dated note. | v1.4.1 (`5d5c7bbc`): Codex posted one finding on `559d3a8e`, verified and taken: `diff … | grep '^>'` exits 1 in the desired state, so the three gate lines now read `! diff "$before" <(…) | grep -q '^>'` (exit 0 when no new BROKEN line), proved on synthetic output. v1.4.2 (`15fb14d9`): Codex posted one finding on `5d5c7bbc`, verified and taken: under `set -o pipefail`, diff's own exit 1 (the outputs differ) replaced grep's verdict as the pipeline status, so the inverted gate passed a new BROKEN line, and WO-7's count printed 3 but returned 1. All four uses now wrap diff as `{ diff "$before" <(…) || true; }` so grep alone decides; proved with and without pipefail (unchanged 0, repairs 0 with count 3 and exit 0, added 1, mixed 1). The revision line, which v1.4.1 had left at v1.4.0, now reads v1.4.2. v1.4.3 (`8aa2e177`): Codex posted two findings on `15fb14d9`; both verified and taken. | Finding | Disposition | |---|---| | WO-7's raw `link-rot-guard.sh . \| grep '0-AI-MANIFEST'` returns 1 under pipefail, the guard exiting 1 at 440 (P2) | Wrapped as `{ … \|\| true; } \| grep`; proved on the tree (old form 1, new form 0). No other line pipes the guard raw. | | An enabled forge whose `*_SSH_KEY` secret is empty hits a notice-only "Skipped" step and stays green, so "skipped by its variable or red" was false (P2) | Retained as the second legitimate skip: all seven forge jobs carry the step, the reusable's Radicle comment calls the secret the second switch, and the regularisation design (line 107) counts 142 estate callers skipping this way with the question marked `OWNER?`. WO-2 records the facts, keeps the seven steps (`grep -c 'not configured)' -> 7`) and names three honest outcomes. New owner item: red is labelled the elegant arm, with the reasons the order departs from it. | Found while re-reading WO-2's block: `grep -c 'continue-on-error'` would have counted the comment at line 121, which the order keeps because it names the owner action. The check is now anchored to the key (`^[[:space:]]*continue-on-error:`): 2 on the tree today, 0 after the order. ## A third known red on `main`, recorded for the executor `scan / Hypatia Neurosymbolic Analysis` and `governance / Validate Hypatia Baseline` are red on `main` at every commit since #1300 regenerated `actions.lock` in `gh actions-lock` format v0.0.3 (`version:` line 4, plus `commit`/`owner_id`/`repo_id` on dependencies). Hypatia's `lib/rules/actions_lock.ex` accepts v0.0.2 only, so the gate sees two `invalid_actions_lock` findings at severity high. The fix takes two steps: hyperpolymath/hypatia#927 or #928 merges, then the `hypatia-ref` defaults in `governance-reusable.yml` and `hypatia-scan-reusable.yml` (vetted SHAs that the local callers do not override) advance past it. This PR shows the same red on its head, as its base `a85aa8e7` does on `main`. The work orders say so, and say never to acknowledge it in the baseline. ## Acceptance (local, on `8aa2e177`) ``` bash scripts/link-rot-guard.sh docs/reorg/2026-10-14-tidy -> all internal links resolve bash scripts/check-launcher-standard-currency.sh --root . -> no stale references bash scripts/check-canonical-names.sh origin/main -> no deprecated names reintroduced bash scripts/check-standards-map.sh -> GATE D PASSED git diff --check -> clean { bash scripts/link-rot-guard.sh 9-archive || true; } | grep -c '^BROKEN' -> 272 (the figure the order quotes) ``` Known reds that are not this PR's: the Debtfile `deno-residue` breach (WO-8 retires it) and the Hypatia gate above. 🤖 Generated with [Claude Code](https://claude.com/claude-code) https://claude.ai/code/session_01T4U5XuN4NWs8FTxoe5PuH7 --------- Co-authored-by: Claude <noreply@anthropic.com> Co-authored-by: coderabbitai[bot] <136622811+coderabbitai[bot]@users.noreply.github.com>

What this is
One new file,
docs/reorg/2026-10-14-tidy/WORK-ORDERS-2026-10-19.adoc: eight work orders for a sonnet-tier executor, planned at the top tier so the executor never has to rediscover a fact. Every fact was measured againstmainat75bd5994on 2026-10-19 and re-checked against two reviews. Each order carries its goal, authority, the files and line numbers, the steps, the acceptance commands, and the exact "stop and ask" conditions.mainsince #1249|| echoand both GitLabcontinue-on-errorsuppressions; probe destinations, skipping only on a confirmed not-found; guard empty hosts.hypatia-ignore; secret scanners untouched.github/hygiene: drafts, Copilot config (silence means defer), CODEOWNERS (SPDX header left to the owner), PR templateAlso: the session mechanics for the wave (one order, one branch, one PR; effort per order; order and concurrency; the two known reds on
mainthat are recorded, not swept) and the ten owner items the wave depends on.Authority: applied-unless-struck (D113); prose, CC-BY-SA-4.0 from birth. Refs #1234, #1290.
Review round 1
Codex posted 14 findings on
043a1d67; 12 were verified and folded into3c56159c, one was partly taken (secret scanners stay on the archive by design), one did not reproduce (the pre-push list never callslock-selfcheck.shwithout a SHA).Review round 2
Codex posted 8 findings on
3c56159c; all 8 were verified against the tree and folded intoe25ca546(v1.2.0). The two that mattered most: the link-rot baseline is 443, not 684, because the guard prunes9-archive/only when the checkout directory is namedstandards(CI's is; my 684 came from a differently named directory), and WO-4's discovery step would have runregistry-readiness.sh, which is a licence-rewriting remediation for other repositories, not a validator. It is now on the never-list,kyaml-migrate.shruns with--checkonly, and the generator is read rather than run. The rest: the governance language-policy walker gets an opt-inpolicy_exclude_pathspecinput (no-op by default, passed by the local caller); the archive README is granted as the one explicit exception to the never-edit rule; the mirror probe skips only on a confirmed not-found message; CITATION.cff lists the requiredmessagekey; the nested README link's target is../../0-AI-MANIFEST.deed; WO-1 is issue-only.Acceptance (local, on
