feat: Add SVL (Summitville) support to network.py - #24

Pull request overview
Adds a new NIC family identifier for SVL (Summitville) within the mfd_const.network constant maps so Summitville devices can be identified by family and name.
Changes:
- Added
Family.SVLenum member. - Added human-readable full name mapping for
Family.SVL. - Added SVL device ID (
0x1EFE) toDEVICE_IDS.
