chore(ci): pin Python 3.14 in the lint workflow - #58

Conversation
The lint workflow asked for "3.x", which now resolves to CPython 3.15. openvino has no wheels for 3.15, so installing the dev dependencies fails. The other workflows already pin 3.14. Signed-off-by: Łukasz Ślusarczyk <lukasz.slusarczyk@intel.com>

Lint pins Python 3.14.
python-version: "3.x"now resolves to CPython 3.15 on GitHub runners.openvino has no wheels for 3.15, so
uv syncfails before pre-commit runs.Tests need Lint to pass, so they do not run while Lint fails.
The other workflows already pin 3.14.
