The Covering method denormalizes S2 cells (cf #1722). Having them being normalized by default would greatly help with the raftstore payload size for requests with large footprints. In order to support this, the overlap checks (in both sqlstore and memstore) need to be adapted. It could be left up to the backend whether to denormalize cells for storage or not.
