A persistently difficult task in some contexts is to enable users to properly interpret a uss_qualifier test report and get to the root cause(s) of the problem. This PR attempts to solve that problem by adding uss_qualifier/reports/AGENTS.md which contains AI-focused instructions for investigating a test report. Additionally, human-focused instructions for leveraging those instructions are added in README.md. Finally, a simple additional artifact is added to uss_qualifier reports to improve the chances of AI agents finding and using the appropriate information to troubleshoot results even if their user doesn't follow the instructions in README.md as described.
I tested this architecture with the prompt "Please use the instructions in monitoring/monitoring/uss_qualifier/reports/AGENTS.md to help me understand why everyone failed in the test run artifacts located in _scratchpad/feb55e6e-da66-4d81-96a3-50783eeb263a." with Gemini in an Antigravity-like environment and it successfully diagnosed the root cause of a moderate-complex test failure without additional prompting.
