#1759 and other activity suggest to me that working with USSLogSet files will become a valuable activity for InterUSS. This PR makes it possible to generate sample USSLogSet files using tracer logs. This will make it easier to develop tools to operate on those files, and it will provide an option for USSs to somewhat-easily generate those files for particular demonstration or diagnostic activities.
