Bumps plugins/tracing/package.json and plugins/tracing/.codex-plugin/plugin.json to 0.4.0. Merging this does not publish anything — pushing the v0.4.0 tag on the merge commit is what stages the npm package.

Looks good, straightforward version bump. Verified both plugins/tracing/.codex-plugin/plugin.json and plugins/tracing/package.json change only the "version" field from 0.3.0 to 0.4.0 consistently, with no other code, dependency, or documentation changes.

Extended reasoning...

The diff touches only two metadata files, changing a single "version" field from 0.3.0 to 0.4.0 in each, with the two files kept in sync. No security-sensitive surface (auth, crypto, permissions) is touched, no behavior or dependency changes, and the bug hunter reported no findings. This is a mechanical release version bump, matching the PR's stated intent, so it is safe to approve without further human review.
