LGTM. This is a routine Dependabot bump of a test-only dependency.

What was reviewed:

• werkzeug 3.1.6 to 3.1.9 in uv.lock. Only pytest-httpserver pulls it in, so the SDK's runtime dependencies are unaffected. The new artifacts were published 2026-09-27, which is outside the 7-day exclude-newer window.
• The exceptiongroup marker that was dropped is harmless. exceptiongroup is only installed on Python below 3.11, and on those versions typing-extensions was already required.
• The placeholder exclude-newer timestamps come from a newer uv's lockfile format. The relative spans (P7D/P3D) still match pyproject.toml. I looked at whether the uv 0.11.2 pinned in CI would reject the placeholder, and that concern was ruled out. CI's uv sync --locked would fail visibly if it did.

Extended reasoning...

The change touches only uv.lock. It bumps werkzeug, which only pytest-httpserver depends on, and includes some formatting churn from regenerating the lockfile with a newer uv: placeholder exclude-newer timestamps, sorted per-package entries, and a removed marker on exceptiongroup's typing-extensions dependency. It touches no security-sensitive paths. The werkzeug release itself contains security fixes. CODEOWNERS only covers .github/, and the timeline shows no outstanding reviewer objections. What decided approval: the bump is mechanical, it only affects test tooling, and any mismatch with the uv version pinned in CI would show up as a failed uv sync --locked rather than a hidden problem.
