docs: add CHANGELOG and reference v1.3.0 - #30

F6 noted six git tags with zero GitHub Releases and no changelog, so the project had no release history to read. Adds CHANGELOG.md covering v1.3.0 back to v1.0.0, including the multi-arch work, the code-review remediation findings, and the runtime-verified security claims. Adds the missing release history that finding F6 flagged: six git tags, zero GitHub Releases, and no changelog — so there was nothing to read about what changed in any version.
