Promote the cleaned 2.69.0 tree to preview, merged with -s ours over preview and version metadata set to 2.69.0-preview.20260928.

The release tree is dev at b3d445d8ec with its four version sources set back to the release version. That is the verified candidate 870f39e75e (final Cross-platform CI run 36348371944 passed) plus #6140, which removed agent scratch files (.agents/, design-debt.md, lane _handoff.md) and guards against them. It replaces the earlier promotion (#6137/#6138), which was not published. dev is at 2.70.0 (#6136).

• bun scripts/release-version-sources.ts check 2.69.0-preview.20260928 passes on this branch.
• git diff --stat b3d445d8ec HEAD shows only the four version sources.
• .agents/, design-debt.md and the lane _handoff.md files are absent from the tree.
• Push-event CI and Service lifecycle on the merge commit gate the release workflow.
