Records the 2.71.0 integration and release and closes its plan unit: devlog/_plan/260929_release_2_71_0 moves to devlog/_fin/260929_release_2_71_0 with the landing record (032), the release script (041) and the outcome (090). Docs only.

2.71.0 shipped six reviewed PRs through #6224 (#6206, #6201, #6209, #6094, #5905, #6198) plus the fixes merged since 2.70.0. Release runs: preview 36531705017, stable 36533478070; GitHub releases v2.71.0-preview.20260929 and v2.71.0 with 25 assets each.
