Panels containing both navigation and an independent control now use the existing
PanelwithPanel.LinkandPanel.Action. The native link covers the panel surface; sibling actions remain independently clickable and focusable. Consumers can supply their router link or existing design-system button throughas. The extension follows the existing compound-component API. It adds no click handlers, routing logic, context or new root component. Link stacking is isolated only when a panel has a direct
Panel.Link; ordinary panels retain their current stacking and polymorphic behavior.LinkedPanelis removed. Examples and the interaction test live in the existing Panel stories, and the minor changeset documents the extension.Required by Console #593, SC-2143.
