fix: Terminal 원격 명령 실패 사유 표시, 로그인 후 추가된 project 목록 갱신

Summary

1. Node Terminal: when a remote command fails, the failure reason is shown instead of (No output).
2. Top Project selector: projects added after login no longer disappear after navigating to another page, and the refresh button reloads the workspace/project list.
3. mc-iam-manager v0.6.4: conf/api.yaml now records mc-iam-manager version 0.6.4.

1. Remote command failure reason in the Node Terminal

Before: PostCmdInfra returns the failure reason in error (a string), but the terminal only checked err. A failed command was shown as STDOUT RESPONSE: (No output).

After: the terminal reads error first and still accepts the older err object. Empty strings and empty objects are treated as no error.

2. Projects added after login disappeared from the top Project selector

Before:

• On page load, the project list is read from the session cache (projectList_<workspaceId>) filled at login.
• The refresh button did not query again when a cache already existed.
• The project list fetched when a workspace was selected was not written back to the cache.

As a result, a project created or mapped after login appeared once and was gone after moving to another page.

After:

• The refresh button ignores the cache, queries listUserWorkspaces again and updates the cache. If the request fails, the existing cache is kept.
• The project list fetched on workspace selection is also written to the cache.
• Page loads still read only the cache, so no extra API calls are made.

3. mc-iam-manager v0.6.4

• conf/api.yaml: mc-iam-manager version 0.6.3 → 0.6.4, following the mc-iam-manager v0.6.4 release. This value is registry metadata; there is no behavior change.
