Add Tinta to the tool directory

Hi Matt,

could you please add [Tinta](https://github.com/oipoistar/tinta) to your tool directory?
Since it is really lightweight (currently ~2.2 MB), portable and starts very fast, it is my favorite to edit Markdown files on Windows.
