Based on getting local development set up, update the local setup steps for clarity. Also: fix small bug related to location of env file -- `.env` vs `.env.local` (which `pnpm dev` seems to expect).

I ran through the local development setup steps, and I hit a snag about the env file being in the wrong place (
.envdoesn't work, but.env.localdoes). So, I updated the README. While I was there, figured I'd also improve the steps for clarity a little bit.pnpm devis working for me now!
