Adds a smoke test for the "meshStack Workspace Starterkit" definition. The trial-starter orders it for every STACKIT university sign-up.

The definition stays a hidden draft in meshcloud, and only its owner can order a draft. So the test orders into meshcloud. The smoke-test API key gets ADM_BUILDINGBLOCK_{LIST,SAVE,DELETE} and ADM_BUILDINGBLOCKDEFINITION_LIST. The CI secret can then manage building blocks in any workspace.

Each run creates a workspace, project and STACKIT sandbox tenant and destroys them. A 7-day TTL backs this up.

The smoke-test unit is already applied. This smoke run passed from this branch.

…b.hcl

The smoke test must order against the same hub ref and draft flag that the
deployment uses. Same layout as the SKE starterkit. The plan does not change.

The trial-starter orders this definition for every STACKIT university
sign-up. The definition is a draft in `meshcloud` to keep it hidden, and
only its owning workspace can order a draft. So the test orders there, and
the smoke-test API key gets admin rights to list definitions and to manage
building blocks.

The hub's no-TTL case is skipped: it only holds in hub mode.

# workspace can order. This is also where the trial-starter orders it from.
workspace = "meshcloud"
bbd_draft = include.hub.locals.bbd_draft
name_suffix = run_cmd("--terragrunt-quiet", "date", "-u", "+%Y%m%d%H%M%S")

that stuff gets a bit repetitive across the modules, i wonder if we can come up with a better solution via smoke.hcl maybe?
