Motivation

Dependabot upgrades Babel packages one by one, like #12704 and #12672. Babel packages depend on each other, so upgrading only one of them duplicates Babel packages in our lockfile.

This adds a babel Dependabot group, so that all the @babel/* packages are upgraded together in a single PR.

pnpm lint:catalogs checks that the packages of a Dependabot group use the same catalog version. Babel only publishes the packages that changed, so their versions already differ (@babel/core@^7.29.7, @babel/generator@^7.29.8). For the babel group, the check now compares only the major version.

Note: our Babel packages are already on their latest 7.x versions, so the first grouped PR will likely upgrade all of them to Babel 8. We postponed that upgrade in #12408.

Test Plan

• pnpm lint:catalogs passes.
• Bumping only @babel/preset-react to ^8.0.1 in the catalog makes it fail.
• Mismatched react and react-dom versions still make it fail.
