fix: updated the python image in dev container

Purpose

This pull request updates the base image used in the .devcontainer/Dockerfile to a newer Debian version, which can help ensure better compatibility and access to more recent system packages.

Development environment update:

• Changed the base image in .devcontainer/Dockerfile from python:3.11-bullseye to python:3.11-bookworm to use the latest stable Debian release.
